Cloudbursts and flooding throughout the North. In Spigno Monferrato, in the Alessandria region, a helicopter is also used to search for a tourist reported missing. 15 people isolated in a campsite. In the province of Monza and Brianza, the fire brigade rescued a mother and 10-month-old baby who had taken refuge on the roof of their car. The Seveso River flooded in the Niguarda area of Milan, and the level of the Lambro River was also very high. Lots of flooding, cars stuck in subways and blackouts in areas where power stations are lapped by water. For the mayor Sala, however, 'the situation is under control', even though '200 millimetres of rain have come down in a few hours and so there has been some discomfort'.

The situation in Milan after the severe weather that caused flooding in several areas of the city "has not improved so much, because it gets better when the water goes down north of Milan". This was explained by the mayor of Milan Giuseppe Sala in connection with Diario del giorno on Rete4. "In Cesano the water was at three and a half metres now and now it is at two and a half metres, so the situation is still extremely critical," he added. "I think it will take a few more hours. Our tank in Bresso was activated early this morning, so was the one in Senago, but until the tank in Lentate is there it will be complex. Today's rain is comparable to what we had in 2014,' he explained, 'so very intense, and faced with a situation like this, unfortunately we also need the third tank, which I am told by the Lombardy Region will be ready in a year. Today is not the time for controversy, of course,' he concluded.

There have been over 650 urgent technical rescue operations by the fire brigade in Lombardy as a result of the bad weather. In order to cope with the situation, 100 fire brigades were dispatched in support from regional commands and from outside the region, bringing the operational contingent to over 200 units. Free personnel were also called up. The provinces of Como, Monza, Varese and the Metropolitan City of Milan were particularly affected, where the evacuation of three schools in the Niguarda area was ordered.

The municipalities along the Seveso to the north of Milan have been hit hardest by the bad weather and the rising level of the river, especially Paderno Dugnano, where the local police intervened in Via Lungo Seveso to make the inhabitants safe after the embankment collapsed, in Cusano Milanino, where the school in Via Marconi was evacuated due to flooding in the canteen, and in Bresso, where mayor Simone Cairo urged residents not to use their cars except for "important needs".

Maltempo a Milano, auto e moto galleggiano nelle strade allagate

The Prefecture of Milan has activated the Rescue Coordination Centre to monitor critical situations and especially the road network. Representatives of the municipalities of Milan, Paderno Dugnano, Cusano Milanino, the metropolitan city of Milan, the Sesto San Giovanni Carabinieri command, Areu and Arpa are taking part in the meeting of the Ccs. At the moment, the streets near the rivers where the flooding occurred, the bridges in the municipality of Cusano and some subways also in Milan, such as the one in Viale Sarca and those in the Ponte Lambro area, are being closed. "As a precautionary measure on the instructions of the Prefecture, residents of the affected areas along the Seveso are asked to go up to the upper floors and to absolutely avoid going down into cellars or underground garages," explained the Paderno municipality, like that of Cusano.

Woman missing in Alexandria

The search for a woman who went missing in the Valla torrent in Spigno Monferrato, near a campsite at Lago Isola, in the Alessandria area, began at around 8am. The Acqui Terme Detachment fire brigade is involved, together with teams from the Alessandria Headquarters, the Cuneo and Asti Commands, divers from the Turin unit and the Drago helicopter from the Genoa flight department. The fire brigade reached and secured about twenty people who were in the campsite and who were to be evacuated. The operations were particularly difficult following some landslides that affected the road between the campsite and Squaneto. Due to the heavy rainfall that affected the Acquese and Ovadese areas during the night, about 40 interventions were carried out, mainly related to the rescue of people stuck in their cars in flooded subways, for the removal of dangerous trees and for static instability.

A rainy day in Milan

It has been raining incessantly since last night in Milan, where the Lombardy Region's natural hazards monitoring centre has issued an orange weather warning for hydrogeological risk and a yellow warning for hydraulic risk since midnight yesterday. The rain in the city and the area north of Milan began at 2 a.m. and intensified from 5 a.m. onwards. At 7 am this morning," the councillor in charge of civil protection, Marco Granelli, announced in a Facebook post, "30 millimetres had already fallen in the northern part of the city and more than 80 millimetres in Paderno Dugnano and Seveso, less for now in Monza with 20 mm. In the city, control of subways is active, and in the Ponte Lambro district; mobile barriers were placed at 6 o'clock as a precaution, and control of sewer and Lambro levels was activated, which are still low for now". The thunderstorms will continue intense in the morning, which is why Granelli recommends 'the utmost attention'.

The Municipality of Milan has recommended in connection with the weather alert to "abandon all green areas, parks and tree-lined areas; do not stand under or near construction site scaffolding, dehors and tents. Citizens are urged to pay particular attention near areas at risk of river flooding and subways. It is important to secure objects and pots on balconies and all items that may be displaced by wind and weather".

Milan Seveso floods, mobile barriers at Ponte Lambro

The civil protection of the Municipality of Milan has informed that the Seveso river is flooding after heavy rain fell on the northern part of the city during the morning. Residents in areas at risk are advised to avoid places below street level, not to go out to secure their cars or for any other reason, to avoid the lift, and to limit the use of mobile phones to keep the lines clear and facilitate any rescue operations.

At dawn, 30 mm of rain had already fallen in the northern part of Milan, over 80 in Paderno Dugnano and Seveso. In the Ponte Lambro district, mobile barriers have been in place since dawn as a precaution.

This is what councillor Marco Granelli said on Facebook. "Heavy rain over the entire Seveso basin since 5am tonight. Over 200mm of water in Seveso and a lot also in Cantù and Paderno Dugnano. Since eight o'clock the Milan basin has been active and this time Senago has also been activated. Unfortunately the basin is overflowing and then from 10.00-10.15 it starts to overflow at Niguarda in the Pratocentenaro district,' he concludes.

For today, there is an orange alert in Milan and the northern sectors of Lombardy, as well as for Liguria.

Yellow alert in Valle d'Aosta, Emilia-Romagna, Tuscany, large parts of Piedmont, the rest of Lombardy and parts of Umbria, Lazio and Sardinia.

Flooded Milan Court, blocked notifications on urban planning

This morning, the motivations of the Court of Re-examination of Milan on the decisions to revoke the house arrest for the now former councillor Giancarlo Tancredi, for the president of the Landscape Commission, Giuseppe Marinoni, and for the manager Federico Pella, investigated in the enquiry on town planning and to whom the judges applied interdiction measures last August as a substitute, were filed. The water bomb that hit Milan in the morning, however, flooded various parts of the Palace of Justice, including the offices of the re-examination, preventing the defence lawyers of the three suspects from being notified of the motivations at the moment. The Milanese re-examination offices, in fact, are located on the ground floor and large puddles of water have formed on the floors, so much so that the electricity has been disconnected for safety. At present, according to reports, all activity inside the offices, including the notification of orders, has come to a halt and it is not known whether it will be able to restart today. It is more likely that it will be switched on again tomorrow. In the meantime, the fire brigade is also working in the basement floors of Milan's Palace of Justice, which are often affected by flooding during these heavy rains, as happened again this morning in the area of the court archives. It is also raining inside in other parts of the seventh floors of the Palace and bins placed where there are leaks from the roof and windows are also being used to collect the water.

Lombardy: criticality in provinces Como, Monza and Varese

The provinces of Como, Monza and Varese are the ones in which the main damage caused by the bad weather in Lombardy in recent hours has been recorded. Floods and critical situations were numerous.

Bus with students off the road in Pavia, no injuries

A bus carrying about 20 young people, aged between 14 and 17, went off the road this morning, shortly before 8 a.m., in the municipality of Cergnago (Pavia) in Lomellina. Fortunately, no injuries were reported, apart from the fright for the passengers. According to the first reconstructions made by the Carabinieri, the driver of the bus belonging to the 'Autoguidovie' company, in service on the Pieve del Cairo-Mortara route carrying students on their way to school, arrived in Cergnago (Pavia) and, while approaching the right-hand side of the road, lost control of the vehicle, probably due to the wet road surface, and ended up off the road and leaning sideways towards the field beside the road.

Update at 11 a.m.: railway traffic interrupted between Como and Albate

On the Chiasso-Milan railway line, traffic is interrupted between Como and Albate due to damage caused by the bad weather. The stop, in force since 7:05 this morning, is still in effect at 10:30. Technical works are in progress to restore the line.

In the municipality of Turate, in the province of Como, the fire brigade came to the rescue of a motorist stuck inside his car in a flooded subway.

At 7:00 a.m., in via Torno, on the SP ex SS 583, between the municipalities of Como and Blevio, urgent technical assistance was reported for a landslide that had invaded the roadway, involving a car. No injuries were reported. The road is closed to traffic.

Another landslide on the roadway occurred in Villaggio Montelago, in the municipality of Brusimpiano, in the province of Varese, along the SS344 dir, causing the road to be closed. A team of the Varese Fire Brigade is working on the spot.

In the municipality of Lavena Ponte Tresa, in Via Ungheria and neighbouring streets, critical situations are reported due to the overflowing of a stream.

The SS 340 Regina road is closed to traffic in the municipality of Argegno due to the presence of material that has invaded the roadway. The Fire Brigade, Traffic Police, Local Police and Anas personnel are working on site to restore the road conditions.

More than seventy rescue operations have been carried out throughout the region since the beginning of the disturbance.

Liguria - Arpal anticipates orange alert closure in Liguria

Arpal has confirmed the end of the orange alert for thunderstorms in western Liguria (zones A and D) at 1 p.m., with a change to yellow until 2 p.m.. In the centre of the region and on the eastern Po Valley slopes (zones B and E) the orange alert will end at 2 p.m., instead of 3 p.m. as initially planned, while on the eastern coast (zone C) it will remain active until 3 p.m. Yellow alerts will follow: until 3 p.m. for B and E, until 4 p.m. for zone C. For tomorrow, Tuesday 23 September, a low probability of severe thunderstorms is still expected on the east coast.

The disturbance, as expected, hit Liguria hard from late yesterday evening, bringing very heavy rainfall, especially on the western Po Valley slopes. A stationary thunderstorm cell persisted for hours over the Bormida Valley: the rain gauge in Dego recorded 422.2 millimetres since yesterday evening, while the Bormida river exceeded the second guard threshold in Piana Crixia and Carcare. In the worst-hit areas, there was widespread flooding and inconveniences to the road system, especially along minor watercourses. The recommendation remains that of extreme caution, especially near streams and torrents, even small ones. The ground, now saturated by the rain of the last few hours, is no longer able to absorb further rainfall: even less intense phenomena can cause rapid rises in water levels. The most intense phase of the disturbance, linked to the cold front, seems to be behind us. However, thunderstorms are still possible in the afternoon over eastern Liguria and, after a short overnight pause, new, even heavy showers could affect the area tomorrow morning. A marked drop in temperatures is also expected from Tuesday, with values returning in line with the period's averages.

Update 11:25 a.m.; regular train traffic on Savona-Ventimiglia again

Rail traffic has returned to normal on the Savona-Ventimiglia route, which was previously suspended and severely slowed down due to adverse weather conditions that caused an infrastructure failure in the early hours of the morning.

"Intense rainfall - explains the Region - also in the Stura Valley: in Rossiglione up to 270 mm have been recorded in 8 hours. In these minutes the most intense part of the disturbance is affecting the upper Val Bisagno and Val Trebbia, between Lorsica and Barbagelata; there are also thunderstorm nuclei in the areas of Varese Ligure and the Cinque Terre.

The orange alert, the most severe warning for thunderstorms, remains in effect until 1 p.m. today in western Liguria and until 3 p.m. in the rest of Liguria.

In the next few hours, in the morning, the passage of the main front is expected, with strong and persistent thunderstorms'.

Trentino - Rain and plummeting temperatures, snow at 2,500 metres

Widespread rain, plummeting temperatures and snow at 2,500 metres. Meteotrentino announces that for today 'overcast skies are expected with persistent rainfall, locally heavy, especially in the central hours and in the afternoon.

Maximum temperatures will drop by 8-10 degrees compared to yesterday. An average of 20-40 millimetres of rain is expected by the evening, with locally higher accumulations. After a short pause between today's evening and the central hours of tomorrow, rainfall will resume and may take on thunderstorm character, particularly in the night between Tuesday and Wednesday'.

Piedmont - Flooding and closed schools in the Alessandria area

During the night and in the early morning hours of today, intense rainfall - as per the code yellow weather alert - in the province of Alessandria. In particular - as reported by the Civil Protection - a violent self-regenerating storm has hit the Erro and Bormida valleys, where some rain gauges have recorded more than 265 millimetres of water (Upper Bormida valley) and over 100 between Ovadese and Acquese. Extreme caution in case of travel, especially at fords and subways.

A woman lost her life in Guingamp due to the storms that hit the Côtes d'Armor department in western France last night. The woman, in her 50s, had been driving on a flooded road in Ploumagoar around 5am. Disturbances continue in the department and Météo France has maintained an orange alert for rain and flooding this morning. This was reported by French broadcaster Bfmtv.

Casualties of the bad weather are also being counted in Catalogna, where a man who disappeared in Sant Quintí de Mediona (Barcelona) during a wave of bad weather that hit the area in the past few hours is being searched for, while the body of his minor son was recovered last night, local authorities and media reported. The victim was '11 or 12 years old', according to the Catalan councillor for the Interior, Núria Parlón, in the evening.

According to the available reconstructions, both were caught in the current of the Bitlles river while they were in their car. "My deepest condolences for the family and friends of the person who died from the rains in Catalonia," the Spanish Prime Minister, Pedro Sánchez, wrote on X last night in reference to this tragedy. The heavy and sudden rainfall that hit part of Catalonia yesterday afternoon caused various inconveniences, in particular flooding in some places: situations that led to delays and cancellations at the Barcelona airport and on some railway lines, and traffic disruptions on some roads. Problems also occurred in mountain areas: some people caught in the bad weather while hiking were evacuated by rescuers, writes La Vanguardia.
