A Big Brother of the Pa, with all the numbers of the administrative machine. Salaries included. Goodbye to the jigsaw puzzle of sites and sections that are difficult to access. No more Babel of information scattered on individual sites: from today, the transparency of the public administration passes through a single portal. Anac has launched the Unified Transparency Platform (https://trasparenzai.anticorruzione.it/), integrated with the CNR's open source project TrasparenzAI, which collects and organises in a uniform manner data and documents that were previously scattered. The tool, which is the result of a joint memorandum of understanding between the National Anti-Corruption Authority and the National Research Council, marks a change of step: from a formal fulfilment regulated by the dlgs 33/2013 to a true simplification engine.
A single portal
.The new system facilitates the model in force today, which requires each public body (but also foundations and companies with public shareholdings, private bodies with administrative functions, and professional orders and colleges) to create a Transparent Administration section on its website. A fragmentation that generates burdens and inhomogeneity, explains Anac, effectively nullifying the public obligations established by the rule. With TrasparenzAI, the platform is able to collect and organise the data of all 23,663 Italian public administrations, analysing their respective web sections in less than 20 hours. Thanks to advanced tools of web crawling and web scraping, TrasparenzAI verifies the conformity of the structure and the presence of the sections provided for by Legislative Decree 33/2013, identifying in an objective and standardised manner any gaps or discrepancies.
Fewer burdens for the public administration
.However, the portal is not limited to centralising information in a single digital access point. The aim is also to lighten the load for authorities, particularly small municipalities, which are often crushed by complex and costly formalities. With the platform, Anac will manage the collection and organisation of data, simplifying the work of administrations and ensuring greater uniformity. At the basis of the project is the collaboration with the CNR. The president of Anac, Giuseppe Busìa, thanked in particular the president Andrea Lenzi and the team of experts coordinated by Ivan Duca - Dario Elia, Claudia Greco, Massimo Ianigro, Cristian Lucchesi and Marco Spasiano - who worked for free on the project. For Lenzi, 'research can translate into concrete solutions that benefit institutions and citizens,' he stressed. 'TransparenzAI shows how knowledge and innovation can strengthen the quality of administrative action, simplify processes, and increase trust in institutions.
The databases
.The single platform launches today with Anac's national database of public contracts, the database of local public services, the data on the certificates of the OIVs, the Istat database on the resident population, the database of public administrations (Bdap) of the Mef, and the index of digital domiciles of the PA and public service managers. A veritable 'portal of portals': a single window to understand how the public machine works, without having to chase up information scattered over dozens of different sites
Functions
.For citizens, the novelty translates into the possibility of easily consulting more complete and comparable data. For administrations, it means being able to count on a system that guarantees open and uniform formats, reduces supervisory activity - thanks to the automatic emergence of anomalies - and offers concrete support for internal management. The platform, Anac emphasises, will not just make public action transparent, but will become a tool for administrative innovation: a digital place where good practices can be shared, compared and synergies developed.
