Less than a year to go until the debut of the new electricity and gas bill for Italians, which will start on 1 July 2025. It is the result of a lengthy consultation process initiated by the Authority for Energy, Networks and Environment, with companies, consumers and stakeholders, and introduces an organic revision of all the information on the bill with the aim of simplifying the contents and making consumption and costs of the energy bill more readable. But what will the new bill look like? Here are the main new features.

The structure of the new bill

More generally, the new bill will consist of the same front page with the main general information, an 'energy receipt', to understand consumption and prices at a glance, and an offer box reminding of the conditions subscribed to in order to check their application. Sellers will have 12 months to adapt their systems to the sending of the new bill.

The unified title page

Let us look in more detail at the contents of the individual chapters, starting with the unified front page. This is the first side of the bill where sellers are required to report the amount to be paid and all essential information about the customer on the type of service he is supplied, the supply contract, billing and payments. It should, therefore, ensure maximum uniformity of the main offences so that users' bills are immediately comparable.

The energy receipt

Instead, the energy receipt will show the overall energy cost in relation to the volumes consumed according to the quantity x price structure, divided into 'consumption share' and 'fixed share', plus the 'power share' for electricity, and further detailed by expenditure items (sales and 'network and charges'). VAT and excise duties, any bonuses, other items (interest on arrears, additional products and/or services, etc.) and the RAI fee will also be shown separately in this section.

The offer box and essential information elements

The offer box will then contain the elements of the offer useful for the customer to verify that it is correctly applied as per the signed contract, while the essential information elements section, organised in uniform and homogeneous boxes, will contain information on the technical characteristics of the supply, readings and consumption, recalculations, historical information on consumption and maximum power drawn, payment status and instalments, etc.

The detail elements

Finally, the detailed elements will continue to contain the detailed information intended for in-depth understanding. The document will have to be available in a standard format, through a digital channel that can be reached by means of the Qr code and the Url on the bill.

The glossary

Subsequently, with another measure, Arera explained in the note in which it announced the debut of the new bill in 2025, a glossary will be approved with the definitions of the main items on the bill that sellers will have to comply with. The new definitions will also lead, where necessary, to an adjustment of Arera's Offer Portal.
