Bonus home appliances, just a numerical code for in-store discount

A code composed of digits and numbers will be at the heart of the voucher that will allow the purchase of electrical appliances with an immediate discount. Thus cashing in a bonus of up to 100 euro (or 200 for households with an Isee under 25,000 euro) for appliances such as washing machines and washer-dryers, ovens, refrigerators, hoods, dishwashers, tumble dryers and hobs. This is the news that emerges from a reading of the inter-ministerial decree that has just been closed by the signatures of the Minister for Enterprise and Made in Italy, Adolfo Urso, and the Minister for the Economy, Giancarlo Giorgetti.

The measure, anticipated by the Sole 24 Ore of 28 August, contains the list of the types of products eligible for the discount established by the last Budget Law. A facilitation that will not come through a tax bonus, but through a cashable contribution in the form of adiscount on the invoice at the time of purchase in the shop. The contribution will be paid in the form of a voucher, as the decree explains.

The modalities

The voucher will be issued through an IT platform managed by PagoPa and Invitalia. The platform will be connected to the Inps database for the verification of the Dsu: in this way it will be possible to know the Isee of the applicant. Once the requirements have been checked, the platform will confirm to the user 'the right to the recognition of the contribution', with its maximum amount. At that point the voucher will be issued, with a limited duration, associated with the tax code of the applicant. With the voucher, resources will be blocked within the total ceiling of 50 million euro.

The contribution is 30% of the purchase price. Thus, the voucher (which will consist of an alphanumeric code) will indicate a maximum amount that can be used. The precise quantification of the amount will only be known when the voucher is used in the shop, when the sales price is known. "The seller," the decree explains, "reduces the purchase price of the appliance by the same amount and issues a sales invoice referring exclusively to the appliance being sold, which shows the original price, the value of the contribution actually accrued and makes explicit the obligation to dispose of the replacement appliance. In order to obtain the discount, in fact, it is compulsoryto dispose of an appliance of the same type and of a lower energy class.

At this point the seller comes into play. Once the deadline for exercising the right of withdrawal has expired, in fact, the shopkeeper will accrue the right to receive an amount equivalent to the contribution he has advanced. For this, he will have to log on to the IT platform, attaching the necessary documentation to prove the entire operation: hence, both the purchase documentation and the documentation 'certifying that the replaced appliance has been sent for proper disposal with a view to recycling'.

Last point: there is still one piece missing to launch the operation. One or more directorial decrees of the competent Directorate General of the Ministry of Enterprise and Made in Italy will provide other elements, such as the timing ofactivation of the initiative.
