Campania, allocated 98 million to reinforce care on the ground and strengthen personnel
Funds allocated to Campania's ASLs: the recruitment of health workers 'in derogation' will cover a large part of the human resources needs, while three community hospitals and 17 community homes are unblocked, improving Pnrr performance
An endowment of more than EUR 98 million, to strengthen territorial healthcare, has been allocated to the Campania region's asl and will make it possible to cover, according to an estimate by the region, about one third of the personnel requirements. Meanwhile, there is also the green light for more hospitals and community homes.
Assumptions in derogation
As President Roberto Fico had anticipated on 23 April, the body has prepared the allocation of the quotas intended to cover expenditure for employees, to be recruited also in derogation of the constraints in force on staff expenditure, and contracted staff. The funds for the 'strengthening of territorial assistance year 2025', allocated by a decree signed on 27 April, allocate 20.352 million to the Caserta local health authority; 19.113 million to Naples 3 South; 16.447 million to Naples 2 North; 13.628 million to the Salerno local health authority; 12.640 to Naples 1 Centre; 8.872 million to the Avellino health authority and 6.981 million to the Benevento local health authority. The resources, identified by Laws No. 234 of 2021 and No. 213 of 2023, will be allocated in particular to community homes, territorial operating centres, community hospitals, and community care units.
Services for Citizens
The mandate entrusted by Roberto Fico to the Directorate General for Health Protection, moreover, was clear: 'The resources, allocated as part of the national measures to strengthen the health service, are aimed at covering the additional costs arising from the hiring of staff, both employees and contracted, even in derogation of the spending constraints provided for by the regulations in force'. This is a functional intervention for the implementation of the new organisational model of territorial assistance, consistent with national standards and above all with the objectives of the National Recovery and Resilience Plan (NRP). 'The objective,' says President Roberto Fico, 'is to strengthen the structures of the territorial network and guarantee health services that are more capillary, accessible, and responsive to citizens' health needs.
33% of employees are missing
At the moment, considering the need for personnel related to the new territorial medicine structures, two thirds of the personnel requirements will be covered. In fact, it is foreseen that, in addition to the coverage of one third of the need that will be guaranteed by the allocation of the 98,036,527 euro, another third will be covered through the transfer of operators from the current structures (hospitals, asl, districts) to the new ones. For the remaining third of the needs, there is currently no coverage.
Nearest Target Pnrr
In the meantime, the regional government also approved two measures that provide for the commissioning of three more renovated, interconnected and technologically equipped community hospitals and 17 technologically equipped community homes. These acts contribute to achieving the investment targets set by the NRP and strengthen intermediate healthcare. Campania thus has a total of 7 community hospitals and 68 community homes.
