IRS, confirmed Carbone at the Inland Revenue and Alesse at Customs. What the procedure provides for

The government confirms the top management of the Italian Inland Revenue. Vincenzo Carbone, almost a year after his appointment, is confirmed at the head of the Revenue Agency. Roberto Alesse, who has reached the end of his first three-year term, is also confirmed at the head of Customs and Monopolies. And in the round of appointments launched in the Council of Ministers, Giovanni Spalletta is also confirmed at the head of the Finance Department. Instead, Arera (the Regulatory Authority for Energy Networks and Environment) found a new composition: Nicola dell'Acqua has been nominated as president of the board and takes over after a period of prorogatio from Stefano Besseghini, while Alessandro Bratti, Livio De Santoli, Lorena De Marco and Francesca Salvemini enter the governance of the Authority. Completing the round of appointments are also the two new generals of the Guardia di Finanza, Virginio Pomponi and Bruno Bartoloni.

Deputy Minister for the Economy Maurizio Leo is not changing his team. Protocol dictates that at Palazzo Chigi the confirmation of the current heads of the financial administration will be formalised by the Minister of the Economy, Giancarlo Giorgetti. The fact is that the team wanted by Leo remains in place, also because the tax delegation is to be completed and all the hottest dossiers of the manoeuvre are in place. The real bet was Vincenzo Carbone, who in his year at the helm of the Revenue Agency, taking over from the resigning Ernesto maria Ruffini, has invested heavily in compliance, i.e. in the renewal of the relationship between the tax authorities and taxpayers at the basis of the tax reform itself. Alesse's confirmation delineates the government's desire to conclude the path started for the renewal of a strategic part of the financial administration called upon to deal on a daily basis with the geopolitical novelties introduced with the new tariffs and the new rules of the constantly evolving EU market. Moreover, the real change of step brought forward by Alesse was that of a territorial reorganisation of Customs and Monopolies all focused on services for taxpayers and a strong push towards the digitalisation of procedures. Giovanni Spalletta remains at the head of the Finance Department and is in fact the pivot around which all tax legislation revolves.

While Spalletta is only confirmed as director of the Finance Department, for Carbone and Alesse that of the Cdm is only the first move. After the indication on 4 December, the appointments will be submitted to the Unified Conference for examination and then back to Palazzo Chigi for the issuing of the final decree of appointment to be sent to the Head of State for signature and then to the Court of Auditors for registration. There is also time because the agencies' heads are due to expire in January.
