Three months after February's click days where employers and families submitted applications for the entry of non-European workers in 2025,the nulla osta issued by the prefectures' one-stop immigration desks are 10% of the places allowed for this year.

.Data from the Ministry of the Interior, provided to Il Sole 24 Ore on Monday, show that 11,214 nihil obstat were issued for seasonal workers (out of a quota of 110,000 places), 4,877 for subordinate workers, 3,631 for domestic helpers and carers in quota (out of 9,500 places), and 103 for family helpers out of quota (10,000 places).
The issuance of the nulla osta is the first step in the process that leads to the arrival of the non-European worker in our country. The Consolidation Act on Immigration provides that it takes place within 60 days for non-seasonal workers and within 20 days for seasonal workers.
"The offices are making very thorough checks on the applications even though they were pre-filled and therefore should have already gone through a check," says Roberto Caponi, director general of Confagricoltura.
Romano Magrini, in charge of labour relations, employment and immigration at Coldiretti, notes that 'for agriculture it is weighing on the fact that 50 per cent of applications for seasonal workers concern citizens from Morocco, a country that has been included in the list of states where the risk of irregular applications is highest. Additional checks are therefore made,' he continues, 'even on applications submitted through employers' associations. This greatly lengthens the time and creates problems for companies: the collections have started and workers are needed'.
