Card dedicated to you: 500 euro coming from September for families with Isee up to 15,000 euro

From next month, families with an Isee up to 15,000 euro will be able to benefit from the 'Dedicated to you' card that provides a contribution of 500 euro per year

From September, the possibility of using the new Carta "Dedicata a te": EUR 500 in a single annual instalment for families with an Isee up to EUR 15,000 per year who are not already on benefits (as of 4 June 2024, when the measure comes into force) such as Adi or Carta acquisti but are also not recipients of Naspi, Dis-Coll or cassa integrazione.

After the interministerial decree of 4 June 2024, which strengthened and extended the card intended for the purchase of basic foodstuffs, fuel or, alternatively, subscriptions to local public transport services, came the operational indications of the INPS, which in a message emphasised that the benefit can be used by a maximum of 1.33 million households. The measure introduced last year on an experimental basis by the government and managed by the Ministries of Agriculture, the Economy, Enterprise and Made in Italy, and the Ministry of Labour and Social Policies (with the involvement of Poste Italiane, Inps, Anci and the municipalities) has been strengthened in its financial endowment, which rises from 520 million in 2023 to 676 million in 2024. With two consequences: the number of households involved will increase from 1.2 million to 1.33 million and the average value of the dear will rise from EUR 459 to EUR 500.

Isee not exceeding 15 thousand euro

The beneficiaries of the measure are families with Isee that does not exceed 15,000 euro. However, not only singles and childless couples are excluded, but also the recipients of other state aid, such as NASpI, Dis-Coll, Assegno di inclusione, mobility allowance, solidarity funds for income integration, redundancy fund and any other form of wage supplement for voluntary unemployment

500 euro contribution

The measure therefore consists of an economic contribution per household of a total amount of 500 euro, disbursed through electronic payment cards, prepaid and rechargeable, made available by Poste Italiane (through its subsidiary Postepay). The cards, which are delivered to those entitled at post offices enabled to provide the service, are nominative and made operational with the crediting of the contribution disbursed as of September 2024. The first payment must be made by 16 December 2024, under penalty of forfeiture of the benefit. The sums must also be used in full by 28 February 2025 at the latest.

Beneficiaries identified by the Inps

It is not necessary to apply for the 'Dedicata a te' card. It is the Inps that takes care of identifying potential beneficiaries, on the basis of the tax returns in its possession. By 24 July 2024, Inps makes available to individual municipalities, through a special web application, together with the relevant operating instructions, the lists of beneficiaries meeting the requirements.

The selection criteria

The first priority criterion refers to the age of the minors and to households with at least three members (households composed of no less than three members of which at least one was born before 31 December 2010, priority is given to households with the lowest Isee indicator). Immediately afterwards, households composed of no less than three members, at least one of whom was born before 31 December 2006, will be favoured (always with priority given to households with the lowest Isee indicator). Finally, households with at least three members starting with those with the lowest Isee regardless of minor children

Collection at post offices

After a series of cross-checks, each municipality publishes the list of card beneficiaries on its website. Distribution is entrusted to the municipalities (which will send a text message to the beneficiaries) and to Poste Italiane. In order to withdraw the card, it is necessary to present the communication received from the municipality of residence, which contains the matching of the beneficiary's tax code with the code of the assigned card, together with the procedures for withdrawing the cards at the post offices enabled for the service.

The list of purchasable foods

For 2024, a number of new food categories have also been introduced that can be purchased with the social card. These include PDO and PGI products, frozen vegetables and baked goods, and canned tuna and meat. These are in addition to: pork, beef, poultry, sheep, goat meat; fresh fish; milk and dairy products; eggs; olive and seed oils; bakery, pastry and biscuit products; pasta; rice, barley, spelt, oats, malt, maize and any other cereal; cereal flours; fresh and processed vegetables; peeled and canned tomatoes; pulses; oil seeds and oleaginous fruits; fruit of any kind; baby and toddler food; natural yeasts; natural honey; sugars; cocoa powder; chocolate; mineral water; wine vinegar; coffee, tea, camomile tea). Excluded from purchase are tobacco, alcohol and sugary drinks.
