There are 7.658 million Italians with disabilities (according to pension or disability allowance recipients) and more than 8.5 million caregivers, who support them in their daily lives. Their needs to live an independent life are met by the enabling act 227/2021 and the three subsequent implementing decrees to promote the objectives of the UN Convention ratified by Italy in 2009.
A reform that marks a crucial shift from welfarism to empowerment of people with disabilities, innovating and simplifying existing bureaucratic procedures.
