There are 7.658 million Italians with disabilities (according to pension or disability allowance recipients) and more than 8.5 million caregivers, who support them in their daily lives. Their needs to live an independent life are met by the enabling act 227/2021 and the three subsequent implementing decrees to promote the objectives of the UN Convention ratified by Italy in 2009.

A reform that marks a crucial shift from welfarism to empowerment of people with disabilities, innovating and simplifying existing bureaucratic procedures. To help understand what will change, Il Sole 24 Ore has published the Guide "The Life Project. Disability Reform 2024', enriched by the preface of the Minister for Disabilities, Alessandra Locatelli. The 56-page booklet offers an in-depth and detailed analysis of the historic reform that will radically transform the system of assessments, supports and protections for people with disabilities in Italy.
