Doctors, the increases arrive: 491 euro more from the March pay packet and arrears of almost 7,000 euro

An average increase of over 7 per cent
For the National Health Service, the contract renewal involving 137 thousand executives, 120 thousand of whom are doctors and 17 thousand non-medical health executives, has come to a definitive end. The contract hypothesis had been signed last 18 November without the adhesion of Fp CGIL Medici and Fassid. With the final signature, only the CGIL's no remained, while Fassid signed the final contract. The allocated resources, amounting to 1.2 billion euros, guarantee an average increase of 7.27%, with average increases of about 491 euros per month for 13 months, in part intended for the increase of the tabular salary and already visible in the March pay envelopes. "Today's final signature closes the three-year period 2022-2024, ensuring significant economic increases for doctors and health managers of the SSN," says Aran president, Antonio Naddeo. "I would like to thank the trade unions for the serious and constructive confrontation that made it possible to achieve this result. The Steering Committee of the Regions has approved the guidelines for both the sector and the health management: after the go-ahead from the Ministry of Economy and Finance we will be able to formally start negotiations for the 2025-2027 Ccnl," he stressed, "in line with the commitment made by the Minister for Public Administration, Paolo Zangrillo, to ensure continuity and regularity in renewals. "As regards contractual renewals, we have made a commitment, which we are fulfilling step by step and with continuity, despite the delays accumulated in previous years and which we inherited. Because a more solid and structured public administration is the basis for more efficient public services that are closer to the people," emphasises the Minister for the PA, Paolo Zangrillo.
The trade unions' calculations and the knot of future increases
According to the estimates of the main hospital trade unions, the salary increases range from 322 euros gross per month for initial professional appointments to 530 euros gross per month for surgical area complex structure directors. The arrears, on the other hand, range from EUR 8,710 for initial professional appointments to EUR 14,540 for surgical area complex structure directors, gross of the contractual holiday allowance already paid. "As we have always maintained, the 2022-2024 CCNL is a predominantly economic contract that had to be closed quickly in order to open the comparison on the 2025-2027 CCNL and finally realign bargaining to the three-year reference period, declare Pierino Di Silverio, Secretary ANAAO ASSOMED, and Guido Quici, President CIMO-FESMED. The regulatory measures and first steps of the 2025-27 contract
The current contract renewal also provides for a strengthening of the position remuneration - fixed part - which for newly hired executives is increased by 55%, with the aim of enhancing the entry of young professionals and making the National Health Service more attractive. The allowance for complex structure management and specificity allowances for medical-veterinary and health profiles have also been increased. On a regulatory level, the main new features include the possibility of reconstituting the employment relationship within five years of termination with one of the companies of origin, measures to ensure more effective use of holidays, including during the notice period, and specific protection for staff who are victims of aggression, with legal aid paid by the company and psychological support on request. In the meantime, the machine of contract renewals in the civil service continues to move fast and has brought two new developments for the health sector. In fact, the sector committee has just approved, for the first time at the same time, the guidelines necessary to start negotiations for the three-year period 2025/27, both for doctors and nurses and other employees in the sector. The sum of the two contracts puts EUR 3.54 billion at stake, distributed among 730,509 people. All the additional items will serve to reinvigorate the economic effects of the renewals, which on the basis of the contractual funds alone are expected to generate increases of 5.4%, worth an average of 387.1 euros gross per month for doctors and 143.7 euros for non-executives.
