Click Day for Bonus Dote Famiglia: guide and application deadlines

From resources for sports to household appliances, several contributions make their debut or will be disbursed by December. Funds, requirements and procedures among the critical issues. But the cart remains empty

The autumn bonus season opens. From aid for psychologists to that for household appliances, via the Dote Famiglia and the Carta Dedicata a te, there are six new items for families coming this autumn. The run-up to implementation (we are talking about regulations mostly introduced last December, with the Budget Law) must close by the end of the year in order to use the funds allocated for 2025: these six measures, which will debut or be disbursed in the coming months, are worth a total of 1.7 billion euros.

However, there is no shortage of critical points. In some cases it is the insufficient funds, as in the case of the psychologist bonus, whose appropriations will be able to cover just over 6 thousand applications. In other cases, there are delays in the implementation decrees, as in the case of the incentive on household appliances. Then there are limits and conditions that restrict the number of beneficiaries, such as the requirement of residence in an area highly commuting to enjoy the electric car bonus coming in mid-October. Or like the upper limit of Isee (the indicator of the equivalent economic situation of families) at 15 thousand euro for the Dote Famiglia and the carta Dedicated to you. All of these measures, like the last two, are the responsibility of different ministries (specifically the Department of Sport and the Ministry of Agriculture, Food Sovereignty and Forestry), with different - often complex - procedures for accreditation and disbursement.

Also causing discussion is the Euro 40,000 income limit for working mothers with two children who are expecting a one-off payment of Euro 480 by December (Euro 40 per month in 2025 provided they have worked the whole year and until the youngest child turns ten). The measure, initially created as a decontribution, has already changed perimeter and form several times, generating not a little confusion. Instituted at the end of 2023, it was last modified in July with the Ministerial Decree on the Economy that, for this year, extended it to self-employed women and fixed-term workers (excluding, however, domestic helpers and carers) and entrusted the funds to the INPS for direct disbursement, upon the beneficiary's request (instructions are awaited). Barring further changes in the manoeuvre, however, in 2026 the bonus will return to the hands of the employers and a decree will have to define the extent of the contribution relief.

For many of these facilities, limited budgets impose the click day mechanism: funds are allocated according to the order in which applications are submitted, until resources are exhausted. Exhaustion that often occurs within a few hours. The race for bonuses is on just as the government is studying a new aid package for the middle class to be introduced with the next manoeuvre. Remodulation of the Irpef, deductions for children and aid for young couples: the government's new recipe should flank the other structural measures for income support, already financed for the next few years, including the inclusion allowance, the single child allowance, the nursery bonus or the one thousand euro for newborns.

Cuts and mistrust

The efforts just described - although disjointed - all point in the direction of supporting the wallets of struggling households and the purchasing power of the middle class. In July - the last month monitored by Istat - retail sales recorded zero growth in value compared to the previous month and a slight decrease in volume (-0.2%). In particular, compared to the same month in 2024, food sales grew in value (+2.9%) due to inflation, but declined in volume (-0.8%). Projecting the Istat indicator inside a supermarket with an image, in recent years the Italians' shopping trolley has progressively emptied: made 100 how much was bought on average in 2021, today we buy 92.5 (-7.5%) in terms of volume. "Consumption remains weak," says Fedele De Novellis of Ref Ricerche, "while inflation and tax pressure have crushed the purchasing power of households. There have been no new income support measures in the last two years and incentives are few and transitory".

The brake on consumption finds an ally in the worsening expectations of Italians. Despite the unexpected recovery in September of the ISTAT consumer confidence index (which rose from 96.2 to 96.8, based on the monthly figure published last Friday), it is above all over the long term that the negative trend emerges. Taking a broader period into consideration, the average value recorded in the first nine months of the year fell from 97 in 2024 to 96.4 this year, with a more marked drop in relation to the sub-indicator on the economic climate, which fell from 102.8 to 97.3. "Against the improvement in employment, however, there has not been a recovery in real wages," De Novellis adds. Wages have not recovered the price trend and remain at pre-pandemic levels. Thus the purchasing power of households has shrunk and retail sales remain weak'.

Starting today at 12 noon the Dote Famiglia

The allocation of the €300 envisaged for extracurricular sports activities for dependent children between the ages of 6 and 14 years in households with an Isee of less than €15,000 will be made according to the chronological order in which applications are submitted and until the available resources are exhausted. In practice, even for the Dote Famiglia - introduced with the last Budget Law for 2025 - the mechanism will still be that of the click day: the grant will be awarded to the first person to submit an application, starting from today, on the platform set up by the Department for Sport, after verification of the requirements.

The resources allocated for the measure are 30 million euro for 2025 (although the Department of Sport assures that it is studying a renewal for 2026, with refinancing). Therefore, a maximum of 100,000 children will be able to benefit, provided they are enrolled in one of the 18,701 active sports courses at one of the 7,843 amateur sports associations and clubs (or Third Sector entities) that have been accredited in recent weeks. The list of available courses is published online on the department's website. Together they offer a total of 829,092 places to young people benefiting from the fund. In short, compared to the accredited sports offer, less than one in eight children will be able to benefit from the financial aid.

On the platform, open from today, Monday 29 September, parents can submit their application, self-certifying the Isee value of their household and declaring that they are not making use of any other similar contribution. The measure is in fact incompatible with other similar public contributions, including regional or local ones. It is possible to apply for a maximum of two children per household. Once the checks have been completed, the resources will then be disbursed directly to the course organisers (and not to the families). Payments will be made in three instalments, subject to verification of actual attendance by the minor beneficiary to be certified through the platform: 30% at the beginning of the activity; 40%, halfway through the course; 30% at the end of the course. The accredited sports organisations are scattered throughout the country, but with marked differences: for example, compared to the 920 organisations in Lombardy, there are 48 in Molise, 99 in Basilicata, or 149 in Umbria.

Electrical appliances, voucher lacks a decree

Click day effect also for the household appliances bonus. The subsidy for washing machines and washer-dryers, ovens, refrigerators, hoods, dishwashers, tumble dryers and hobs will be available until resources are exhausted. In other words, those who apply online first will be rewarded. The bonus was established by the last Budget Law. And it does not come in the form of a tax rebate (like, among others, the furniture bonus), but in the form of a cashable contribution in the form of a discount on the invoice when the purchase is made in the shop.

It was a decree of the Minister of Enterprise and Made in Italy that defined the rules in more detail; another measure (a director's decree) will make the measure operational in the coming weeks, setting the platform in motion.The key element of the bonus is a voucher, which will be issued (through a code) via an IT platform managed by PagoPa and Invitalia.

The platform will be connected to the Inps database to verify the Dsu: the Isee, in fact, is decisive to quantify the facilitation. The basic bonus is 100 euro, rising to 200 for households with an Isee under 25,000 euro. Once the verification of requirements has been completed, the platform will issue the voucher, associated with the applicant's tax code, with a deadline and a maximum amount. The contribution, in fact, is equal to 30% of the purchase price and can only be quantified in shop. With the issue of the voucher, resources will be blocked, which in total amount to 50 million euro. Recognition of the benefits 'shall take place within the limit of the available resources', the decree explains. Beyond that limit there will be no further entitlement to the discount.

To obtain the bonus, it will be compulsoryto scrap a household appliance of the same type and lower energy class. On scrapping the seller comes into play. Who, once the deadline for exercising the right of withdrawal has passed, will accrue the right to receive an amount equivalent to the contribution he has advanced. He will also have to log on to the IT platform, attaching the purchase documentation and the disposal documentation for the old appliance. (by Giuseppe Latour).

Psychological help, 220,000 applications already submitted

There is time until 14 November to apply for the 2025 psychologist bonus. But in the first ten days (applications could be sent from 15 September) the applications that arrived at the Inps to obtain the contribution to psychotherapy sessions are already 220 thousand, a real avalanche compared to the funds available. The allocation for 2025 in fact amounts to 9.5 million euro, enough to accommodate around 6,300 applications.

The state contribution amounting to 50 euro per session can be up to 1,500 euro. To apply, an Isee under 50,000 euro is required. The amount of the bonus is also inversely proportional to the value of the indicator: the maximum ceiling (i.e. 1,500 euro) only concerns those who have an Isee under 15,000 euro. It drops to EUR 1,000 if the Isee is between EUR 15,000 and EUR 30,000, and is further reduced to EUR 500 if the Isee is between EUR 30,000 and EUR 50,000. Since the ranking list is drawn up on the basis of Isee, giving precedence to lower values, in past years the meagreness of the funds compared to the huge number of applications has meant that those who have Isees of less than 15 thousand euro have benefited from the bonus. When the Isee is equal, the order in which applications are submitted counts. Introduced by the Draghi government in 2022 to counter the psychological effects of the pandemic, the psychologist bonus is intended for people suffering from depression, anxiety, stress and psychological fragility.

The application must be submitted electronically by accessing the Inps web portal. It is possible to contact the multichannel contact centre, by dialling 803.164 (free of charge from a landline) or 06164164 (paid mobile network). After the deadline of 14 November, the Inps will draw up the lists of beneficiaries. From this year, the bonus will be forfeited if at least one session of psychotherapy is not carried out within 60 days of the notification of acceptance of the application. It must also be fully utilised within 270 days.
