Electric car bonus: Sogei's platform launched on 15 October

Incentives for low incomes and micro-enterprises ready. Cultural card for economically disadvantaged households on the launching pad

The platform managed by Sogei for accessing the new bonus for electric vehicles thanks to the funds contained in the NRP (597 million) and originally reserved for recharging columns will start on 15 October. While already from next Thursday and until 22 September, dealers will be able to start accrediting themselves to manage the aid. From the middle of next month, therefore, potential beneficiaries (individuals and micro-businesses with residence or registered office in functional urban areas, i.e. cities with over 50,000 inhabitants and commuting areas) will be able to apply for the benefit, which will be linked to the simultaneous scrapping of a thermal vehicle up to Euro 5. The new bonus is just one of the non-fiscal benefits - from the Culture Card to the Environment bonus - managed in any case by Sogei, the financial administration's technological partner led by Cristiano Cannarsa. But let us go in order.

The bonus for green cars

The latest measure managed by Sogei on the launching pad is the aid with which the government is trying to accelerate the spread of zero-emission vehicles through support calibrated to those with the lowest incomes and to micro-businesses because the transition, explained Environment and Energy Security Minister Gilberto Pichetto Fratin, 'must also be sustainable from a social point of view'. On the platform, as mentioned, sellers of vehicles for the transport of persons and goods will also have to register: in this case, the release of the web portal is set between 18 and 22 September. Interested parties will have to enter sales points and incentivised vehicles on the basis of a list that will be published by the Ministry of the Environment and Energy Security before that date. As for potential beneficiaries, the measure - which will be disbursed in the form of a direct discount at the purchase stage - will be granted to natural persons for the purchase of an electric car (category M1) with a contribution of 9 thousand or 11 thousand euro based on the Isee value, and to micro-businesses for acquiring commercial electric vehicles (categories N1 and N2) up to a maximum of 20 thousand euro per vehicle, within the limit of 30% of the purchase price and in compliance with the 'de minimis' regulations.

Assists for Culture

In October, the platform for accessing the Culture Card created for the Centre of Culture for Books and Reading (Cipell) will also be ready: it is a nominal 100 euro annual bonus that can be requested by families with an Isee not exceeding 15,000 euro and that can be spent on the purchase of books, including digital ones, at participating physical and online outlets. It will be activated through the IO public services app.

Still on the subject of access to culture-related goods and services, Sogei has already made the Youth Culture Card operational, which consists of a €500 bonus granted in the year following the age of 18 to all young people belonging to families with an Isee up to €35,000, and the Merit Card, awarded instead to recent graduates (no older than 19) who have obtained a mark of at least 100. Both facilities are already up and running, with very significant numbers, as can be seen in the tabs on the page. And, remaining in the school sector, Sogei also refers to the Teacher's Card: a EUR 500 facility for each school year and lasting two years, reserved for tenured teachers and substitute teachers with an annual assignment.

Transport and environment

It will also be Sogei's task to manage the driver's licence bonus for road haulage, active as of 2022: this is a contribution - granted to those under 35 years of age who want to obtain a driver's licence for heavy goods vehicles in order to work in the road haulage sector - aimed at reimbursing 80 per cent of the costs incurred at participating driving schools, up to a maximum of EUR 2,500.

Lastly, the Mef's subsidiary manages two Mase-branded benefits: the Environment Bonus and the Returnable Value Bonus. The first measure, aimed at both public administrations and donors, consists of a tax credit for liberal donations for work on public buildings and land for environmental reclamation, prevention and restoration of hydrogeological instability, and the restoration of parks and green areas on public property. The second is a mix of support (non-repayable contribution and tax credit) to promote the returnable vacuum system for packaging containing liquid foodstuffs in the Zea (environmental economic zones), which correspond to national parks and offer tax breaks and advantages for the municipalities within them and for businesses.
