The new bonus for the dissemination of electric vehicles will come into effect in September. The implementing decree signed by the Minister for the Environment and Energy Security, Gilberto Pichetto Fratin, in fact sets out the first pegs for the disbursement of the incentive and establishes that the benefit, in the form of a discount at the time of purchase, will be managed through the IT platform already set up by Sogei for this type of incentive and which will be remodelled to adapt it to this game. The endowment available, from the NRP (funds previously earmarked for recharging stations), is 597.3 million euro. But how does the new incentive work and who will be able to activate it? Here is everything you need to know in ten questions and answers.
1) To whom is the incentive reserved?
The new support is intended for economically disadvantaged individuals (with an Isee up to or equal to EUR 40,000, while above this threshold no bonus is envisaged) and for micro-enterprises, i.e. companies with fewer than 10 people and an annual turnover or balance sheet not exceeding EUR 2 million.
2) How much is the discount for natural persons?
The subsidy will amount to 11 thousand euro if the purchaser resides in a functional urban area - understood as an aggregate of contiguous municipalities in which the urban centre, connected to a commuting area, has a population of at least 50 thousand inhabitants - and has an Isee (the 'lens' with which economic situation is measured) below or equal to 30 thousand euro. It will amount to EUR 9,000 if the Isee is above EUR 30,000 but below or equal to EUR 40,000. The subsidy will be granted to only one person per household, who must have been the first owner of the vehicle to be scrapped (up to Euro 5) for at least six months and who will be able to generate the discount in his or her favour or for the benefit of another family member. The purchase of a new vehicle must take place at the same time as the scrapping of a car with an internal combustion engine (up to Euro 5).
3) How much is the benefit for micro-enterprises?
The facilitation will be granted to micro-enterprises with registered offices in a functional urban area and each micro-enterprise will be entitled to a maximum of two bonuses: the amount of the incentive will cover up to 30% of the purchase price of the vehicle (excluding VAT) with a ceiling of EUR 20,000 and in compliance with the 'de minimis' regulations.
4) Which car can be bought with the incentive?
Individuals will be able to access the bonus to purchase new M1 category cars (with at least 4 wheels and a maximum of 8 seats in addition to the driver's seat), fully electric (Bev, i.e. powered by rechargeable batteries) and with a price of 35,000 euro or less excluding VAT and optional extras as per the manufacturer's official price list.
