Electric cars, new incentives from September: from requirements to documents, here's how to activate the purchase discount

The Ministry of the Environment and Energy Security has set the first milestones for the bonus for natural persons (with Isee up to or equal to 40,000 euro) and micro-enterprises

The new bonus for the dissemination of electric vehicles will come into effect in September. The implementing decree signed by the Minister for the Environment and Energy Security, Gilberto Pichetto Fratin, in fact sets out the first pegs for the disbursement of the incentive and establishes that the benefit, in the form of a discount at the time of purchase, will be managed through the IT platform already set up by Sogei for this type of incentive and which will be remodelled to adapt it to this game. The endowment available, from the NRP (funds previously earmarked for recharging stations), is 597.3 million euro. But how does the new incentive work and who will be able to activate it? Here is everything you need to know in ten questions and answers.

1) To whom is the incentive reserved?

The new support is intended for economically disadvantaged individuals (with an Isee up to or equal to EUR 40,000, while above this threshold no bonus is envisaged) and for micro-enterprises, i.e. companies with fewer than 10 people and an annual turnover or balance sheet not exceeding EUR 2 million.

2) How much is the discount for natural persons?

The subsidy will amount to 11 thousand euro if the purchaser resides in a functional urban area - understood as an aggregate of contiguous municipalities in which the urban centre, connected to a commuting area, has a population of at least 50 thousand inhabitants - and has an Isee (the 'lens' with which economic situation is measured) below or equal to 30 thousand euro. It will amount to EUR 9,000 if the Isee is above EUR 30,000 but below or equal to EUR 40,000. The subsidy will be granted to only one person per household, who must have been the first owner of the vehicle to be scrapped (up to Euro 5) for at least six months and who will be able to generate the discount in his or her favour or for the benefit of another family member. The purchase of a new vehicle must take place at the same time as the scrapping of a car with an internal combustion engine (up to Euro 5).

3) How much is the benefit for micro-enterprises?

The facilitation will be granted to micro-enterprises with registered offices in a functional urban area and each micro-enterprise will be entitled to a maximum of two bonuses: the amount of the incentive will cover up to 30% of the purchase price of the vehicle (excluding VAT) with a ceiling of EUR 20,000 and in compliance with the 'de minimis' regulations.

4) Which car can be bought with the incentive?

Individuals will be able to access the bonus to purchase new M1 category cars (with at least 4 wheels and a maximum of 8 seats in addition to the driver's seat), fully electric (Bev, i.e. powered by rechargeable batteries) and with a price of 35,000 euro or less excluding VAT and optional extras as per the manufacturer's official price list.

5) What can micro-enterprises buy?

Micro-businesses will be able to activate the discount to purchase a maximum of two new commercial vehicles of category N1 (i.e. for the transport of goods with a maximum volume of no more than 3.5 tonnes) or N2 (between 3.5 and 12 tonnes), also in this case with exclusively electric power. The incentives may not be combined with other support for the purchase of the same vehicles.

6) How do I access the incentive?

As mentioned, the benefits will be disbursed through Sogei's platform to which both potential beneficiaries and sellers of participating vehicles must register.

7) What documents will a natural person need in order to register?

The individual who intends to activate the bonus, because he or she meets the requirements, must enter a self-certification attesting residence in a functioning urban area, the number plate of the vehicle to be scrapped (of which he or she must have been the first owner for at least six months) and must indicate whether the bonus will be generated in his or her favour or is intended for another adult member of the same household.

8) How will a micro-enterprise be registered instead?

The micro-enterprise will have to register a self-certification declaration stating that it is duly constituted and registered as active in the business register, that it is fully and freely exercising its rights (in essence, it must not be subject to any bankruptcy or insolvency proceedings or in any similar situation), that it has fewer than 10 employees, that it has an annual turnover or balance sheet not exceeding EUR 2 million, and that it complies with the provisions in force on contribution and tax obligations. It must also indicate the total amount of de minimis aid received in the 36 months preceding registration and that it is not one of the companies excluded by the de minimis regulations, as well as the licence plate number of the vehicle to be scrapped (also in this case, the owner of the micro-enterprise must have been the holder for at least six months).

9) How will the sellers be selected?

According to the decree (Article 7), sellers will be selected on the basis of the so-called 'ecoscore', the environmental score that assesses the carbon footprint of a vehicle over its entire life cycle. It will then be up to Mase, before the sellers are registered, to publish the list of incentivisable cars.

10) How will the bonus be disbursed?

Once the beneficiaries have registered, it will be up to the seller to validate the bonus within 30 days of its generation and, if not approved, the incentive will be fully returned to the residual ceiling. The person who has not obtained the validation of the bonus by the seller before the expiry date will be able to request another one until the residual plafond available is exhausted. The validation of the bonus, in any case, may not take place beyond the date of 30 June 2026 (the expiry date of the Pnrr)..
