Electric cars, new incentives up to EUR 11,000. From scrapping to Isee: here's what to know

New incentives to buy an electric car after scrapping a thermal vehicle will start in September. The Ministry for the Environment and Energy Security is finalising the decree that will have to set criteria and procedures for allocating the support. Technicians are working to define the exact perimeter of the measure, which, as is well known, stems from the government's decision, on which there was a green light from the European Commission as part of the fifth technical revision of the NRP, to allocate the allocation initially planned (597 million) for the installation of electric columns - funds that were then left at the post - to the purchase of green vehicles. The goal is to reach the bar of at least 39,000 zero-emission vehicles by 30 June 2026, which is the deadline for implementing the Recovery Plan.
The beneficiaries of the incentives
.But who are the beneficiaries of the new incentives? Potential recipients include both natural persons residing in functional urban areas, i.e. cities together with their commuting areas, for the purchase of private electric vehicles of category M1, and micro enterprises for the purchase of electric commercial vehicles of categories N1 and N2.
Isee band as selection criterion for natural persons
Basically, for natural persons it will be the Isee (the indicator of the equivalent economic situation) that will determine access to support: the contribution will be 11 thousand euro for Isee up to 30 thousand euro; it will drop to 9 thousand euro for Isee above 30 thousand euro but up to 40 thousand euro for the purchase of private vehicles of category M1, which identifies cars intended for the transport of persons with a maximum of eight seats in addition to the driver's seat.
Support for micro-enterprises
.On the micro-enterprise front, the incentive will support the purchase of commercial vehicles (categories N1 and N2, i.e. vehicles designed and built for goods transport with a maximum mass of up to 3.5 and 12 tonnes) with zero emissions: the contribution will be 30% of the value of the new electric vehicle, but with a maximum limit of EUR 20,000 to be measured for each vehicle purchased.

.But how will the disbursement of the EUR 600 million in funds work? Based on similar experiences, Mase is planning to set up an IT platform to match supply and demand. In other words, the tool will serve both to allow access to the support by potential beneficiaries and to make available the new electric vehicles in the subsidised categories.
