Defence, Meloni meets Qatari Emir Al Thani: 'Deepen strategic partnership'

The bilateral between Italy and Qatar that took place in Rome in the setting of Villa Doria Pamphilj closed with a Joint Declaration that touches on the main aspects of bilateral cooperation, including foreign policy, migration, the Rome Process and Mattei Plan, investment, defence, energy, judicial cooperation, research and tourism. In Rome, the Emir of Qatar, Sheik Tamim bin Hamad al-Thani first met the President of the Republic, Sergio Mattarella, then he was received by the President of the Council, Giorgia Meloni.

Palazzo Chigi, agreements with Qatar in areas of mutual interest

"The discussions," reads a note released by Palazzo Chigi at the end of the meeting, "focused on the situation in the Middle East, where the Prime Minister shared with his guest the results of his recent missions to Jordan and Lebanon, confirming Italy's support for the mediation conducted by Qatar, along with Egypt and the United States, for an agreement in Gaza. The two leaders also addressed the humanitarian situation in the Strip and the serious crisis of displaced persons in Lebanon. The talks also made it possible to reiterate their common firm support for UNIFIL and the need to guarantee the security of its personnel at all times, working for the full implementation of resolution 1701, including through the necessary international support for the Lebanese armed forces. With regard to bilateral relations," the note goes on to explain, "President Meloni and the Emir reaffirmed their mutual desire to strengthen cooperation between Rome and Doha, also with reference to the African continent within the framework of the Mattei Plan for Africa. This willingness was acknowledged in a joint statement adopted at the end of the meeting, to which was added the signing of several agreements in numerous sectors of mutual interest".

"We emphasise," the document reads, "our commitment to deepening our strategic partnership on defence issues, both at military and industrial levels. In particular, building on frequent exchanges of visits and joint training programmes and activities, we express our willingness to explore new ways of cooperation, continuing discussions on the establishment of an Italian military logistics hub in Qatar and promoting the coordination of exports to the region'.

"On migration also innovative solutions"

"We recognise that migration is a global issue that requires collective commitment and enhanced cooperation to address the challenges and seize the opportunities it presents," the final declaration further reads. Within the context of the Rome Process, we have agreed to jointly promote partnerships on migration with countries of origin and transit, including through innovative solutions. We recognise the need for stronger international cooperation to curb transnational organised crime and to prevent and combat trafficking in human beings and smuggling of migrants, eliminating their root causes and strengthening and diversifying regular channels of migration'.

Africa, enhanced collaboration in sustainable agriculture

"We recognise the importance of fostering equitable and strategic partnerships with African countries, contributing to the sustainable development of the African continent," the two leaders added. "We propose to strengthen our cooperation, within the framework of the Mattei Plan, in selected sectors such as sustainable agriculture, in order to create mutually beneficial projects in partnership with African countries. We believe that in order to advance rapidly on strategic projects on the African continent, we need to pool our financial resources through the new instruments created under the Mattei Plan, such as the Platform for Growth and Resilience for Africa ('GRAF')'.

Economic growth as prevention of migration flows

Still referring to Africa, the document emphasised that Italy and Qatar are 'in agreement on the objective of pursuing economic growth that can also act as a factor in preventing migration, to help combat human trafficking and irregular migration,' Meloni and the Emir of Qatar said. 'We are therefore committed to strengthening and relaunching our actions on the African continent, encouraging positive spillovers in partner countries. We welcome the existing cooperation between Qatar and the African Union on the reintegration of vulnerable migrants in their countries of origin'.

Memorandum between Fincantieri and Qatar Barzan for 40 radars

A memorandum between Fincantieri and Barzan, a pre-agreement in view of the signing of the contract for 40 Omega 360 radars, and an agreement between Sace and Estithmar Holding, with the aim of creating strategic access to the Qatar market for Italian companies, particularly in the construction and healthcare sectors. These are two of the agreements, Italian sources explained, concluded during the state visit.

Negotiations to reach a ceasefire between Israel and Hamas

In recent months, Italy has supported Qatar in its mediation efforts to reach a ceasefire between Israel and Hamas in Gaza and to free the hostages held by the Palestinian Islamist movement in the Strip. The two countries share a common commitment to stability in the region, including the conflict in Lebanon.

The Emir also met with President of the Republic Sergio Mattarella. "The regularity of our meetings, our relationship and also the many meetings at Government level show how strong the bond between Qatar and Italy is and how important the relationship with Qatar is for us as an essential interlocutor in international politics and for the great amount of bilateral relations of great cooperation that we have. It is therefore a pleasure to welcome Your Highness and the accompanying delegation".

Cooperation from energy to defence

Italy and Qatar have bilateral cooperation in various fields, such as investment, energy (including gas markets and renewables), defence and military cooperation. The two countries are also exploring opportunities in the fields of food security, biotechnology, life sciences and urban management.

Italy fourth supplier to Qatar

According to the Economic Observatory of the Ministry of Foreign Affairs, Italy is the fourth largest supplier to Qatar, with a market share of 5.2 per cent in the period from January to May 2024. If a comparison is made with the main competitors, it turns out that in the same time frame, the market share of Italian exports to Qatar was 5.20, compared to 4.94 for the UK, 4.38 for Germany, 2.73 for France and 1.45 for Spain. If a comparison is made between the period January - May 2023 and January - May 2024, the verdict sees Italy, Germany and Spain lose one position, while France five, and the UK gained five. In the period January - July 2024, Italian exports amounted to EUR 1.1 billion, while imports amounted to 1.2, so the trade balance was a negative EUR 129 million. Qatar's net investments in Italy reached EUR 405 million (stock to 2023).
