Flow Decree 2026-2028: needs on a regional basis
The government is preparing the Dpcm that will establish the admissions for the next three years. More time for applications to be pre-filled in the autumn and click day in January

Quotas divided on a regional basis, more in line with the real labour needs of the different territories. This could be one of the major novelties of the next three-year flows decree, which will have to establish the number of entries of non-European workers from 2026 to 2028. The measure should be passed by June-July.
Until now (2025 is the last year of the three-year decree 2023-2025) the quotas have never been distinguished on a regional basis but in relation to the type of contract: seasonal workers, non-seasonal workers and those active in family and socio-health care. The regional distribution would be in addition to the previous ones, in order to strengthen anti-cheating measures and to avoid an excess of applications from certain areas (as happened in previous years in Campania).
Decree 2026-2028
The Presidency of the Council of Ministers has begun working on the finalisation of the new Dpcm and the Ministry of Labour has collected the needs of non-EU workers from employers' associations, requesting data on a regional basis. The quotas will also be established considering the needs data by sector estimated by Unioncamere through the Excelsior Report, which analyses the employment forecasts of companies, the most in-demand profiles and the mismatch between labour supply and demand.
Another important element that will be taken into account is the applications submitted on the February 2025 click days. In some sectors, in fact, many fewer than the available places (in the tourist-hotel sector, for example, there were 14,112 applications out of 55,000 seasonal places, but there is another click day on 1 October).
The procedure
.The procedure for the entry of non-EU workers as part of the 2026-2028 flows should provide, after the publication of the new Dpcm, for the pre-filling in the autumn of the nihil obstat applications submitted by employers and, in January 2026, the implementation of the click days for the entries of the same year. The timing would therefore be the same as for the 2025 admissions: however, the period for the pre-filling of applications (which for this year was one month) will most likely be extended, as requested by the employers' associations in light of the anti-cheating controls introduced by decree law 145/2024.
