The countdown has started. It will start on 1 November and will last until the 30th the possibility of sending the request for nulla osta for the employment of foreign workers included in the flows. This is what the Fondazione studi dei Consulenti del lavoro (labour consultants' study foundation) highlights in an in-depth study on the Decree Law on flows (dl 145/2024). The measure provides for ad hoc measures for entries in 2025. Among the most important novelties to be reported, the consultants explain, is the precompilation of the application formsof nulla osta. An initial slot is envisaged between 1 November and 30 November 2024, 'with reiteration of this phase also during 2025 for subsequent windows'. Among the documents to be attached to the application, there is also the asseveration, i.e. the document through which labour consultants certify compliance with the contractual prerequisites required by the regulations in force for the hiring of foreign workers.
Compulsory verifications for both fixed-term (including seasonal) and open-ended contracts. The click day for non-seasonal subordinate workers is at 9.00 a.m. on 5 February 2025 while those for non-seasonal subordinate workers also in the family assistance sector is at 9.00 a.m. on 7 February. The authorised entry quotas for 2025 are as follows: 70,720 entries for non-seasonal subordinate labour; 730 entries for self-employment and 110,000 entries for seasonal subordinate labour.
The pre-filling of clearance application forms
.The decree introduces a timeframe for the pre-filling of clearance application forms. The solution aims to facilitate the entry of the necessary information, thus avoiding a congestion of the platform in the vicinity of so-called 'click days'. A first slot between 1 and 30 November 2024 (applications on 5, 7 and 12 February 2025, respectively) is initially envisaged, with reiteration of this phase also during 2025 for subsequent windows (in particular from 1 to 31 July for applications relating to the 1 October deadline).
seasonal work (agricultural and hotel and tourism sectors)
.The decree lays down the starting dates for seasonal work, declining both with respect to the agricultural sector (as of 09:00 on 12 February 2025) and the tourist-hotel sector (as of 09:00 on 12 February 2025 for the seventy per cent measure and as of 09:00 on 1 October 2025 for the remaining thirty per cent).
Family assistance for people with disabilities, or the elderly
The measure, still recalls the Fondazione studi dei Consulenti del lavoro (labour consultants' study foundation), introduces on an experimental basis for the year 2025 the possibility of issuing work authorisation, entry visas and residence permits for subordinate work and within a maximum of 10,000 instances, in relation to the family assistance sector in favour of persons with disabilities, i.e. the elderly (over 80). These entries are allowed outside of quotas and can take the form of either permanent or fixed-term relationships.
