'From November, Naspi recipients enter the circuit of active labour policies'

On labour, the government's next challenges are played out on the training, active policies and security front. From November the unemployed will be automatically included in the new active policy system. The release of the third edition of the New Skills Fund, which finances the training of workers, is expected in a few days. This was announced by the Minister of Labour, Marina Calderone, who took stock of the new developments and the results achieved in the two years of government.
Minister Calderone, among the main decisions was the cancellation of the Rdc, which held together assistance with active policies, and the introduction of the Inclusion Allowance and the Training and Employment Support. How are these measures going?
The change of perspective, the division of audiences into two distinct instruments but nevertheless aimed at inclusion has increased the effectiveness of accompanying beneficiaries and their relationship with services on the ground. It has meant an effort on everyone's part, but activation has gone from being an objective to an applied reality. Not without some difficulties, which are to be expected in the implementation of such an articulated and multi-level reform, on which the working groups between the Ministry, Inps, Regions and Municipalities have worked tirelessly. The dynamism that has characterised the world of work over the past year has had a positive impact, especially on the number of potential beneficiaries on the Training and Employment Support for which we recorded, at the beginning of September, 140,000 accepted applications. On the Assegno di inclusione (Inclusion Allowance) front, on the other hand, there were 725,000 accepted applications with at least one payment at the beginning of September.
A cornerstone of the operation is the new Siisl platform that also uses AI to improve the matching of labour supply and demand.
Siisl is a state-of-the-art system, the example that public administration can and must lead innovation. Although it was used in the first phase to manage the transition to the new social and labour inclusion measures, its design has a broader horizon, and the forthcoming expansions in the audience and functionalities are practical evidence of this. In November, new beneficiaries of Naspi and Dis-Coll will automatically enter the platform, while in the last flows decree it was foreseen that those who arrive in Italy with a work permit will be automatically enrolled in the System for Social and Labour Inclusion. Which also becomes the tool to manage the accompaniment to work of those who denounce or cooperate in investigations to bring out the caporalato. We have chosen to use what technology makes available to us, including artificial intelligence, to improve the matching of labour supply and demand, offer personalised services to citizens to fill any training gaps, and overcome the current system of informal intermediation. In fact, with Siisl we finally have the possibility of increasing employment without giving up supporting those who really need it. A model that, when fully operational, also looks at better utilisation of resources and making continuous training functional to supporting productivity. In fact, the Cohesion Decree already includes a rating system for the effectiveness of training courses, based on the number of participants who find work within six months of the conclusion of the courses.
