Road haulage at risk of gridlock, industry attacks compensation squeeze
The measure included in the manoeuvre could jeopardise the excise refund mechanism: criticism from Anita and Assotir
Disruptive effects for the road haulage sector from the new limits to excise compensation, inserted in the Budget Bill. Anita, the Confindustria member association of road haulage and logistics companies, denounces through its president, Riccardo Morelli: "For the road haulage sector, the effects of the rule would be disruptive, putting the economic balance of companies at risk. A fundamental measure such as the excise refund would be compromised, no longer allowing companies to offset credits against compulsory Inps and Inail contributions".
In the crosshairs is the squeeze that will prevent all companies from offsetting, starting as of July 2026, tax credits with social security and welfare contributions, insurance charges, withholding taxes and substitute taxes. It is a rule that was created for banks and financial intermediaries and is now limited tobuilding bonuses only. In the future it will be applied to all credits, according to the Bill.
The same rejection comes from Assotir and its national president, Anna Vita Mangiagrasso: 'If the ban on tax credit offsetting is also confirmed in the case of excise duties on diesel fuel, we will immediately announce strong response initiatives, in compliance with the law, up to and including general suspension of the service'. Even if doubts remain over the application of the rule to certain tax credits: 'The exact perimeter of the rule must be defined immediately, to prevent it from causing enormous and unjustified damage to the sector,' concludes Claudio Donati, secretary general of Assotir.
