Identity card: the template for the provisional document has been approved

Optically variable ink, a security background and intaglio printing: these are the anti-counterfeiting measures envisaged for the provisional identity document. The template, printed on security paper with an open format of 150x110mm, was approved with the publication, in the Official Gazette of 5 August 2026, of the decree of 4 August 2026 issued by the Ministry of the Interior. Until 31 December 2027, pending the introduction of the electronic identity card, a provisional identity document with a maximum validity of six months, which cannot be renewed, may be issued. The provisional document will be valid for travel abroad, but some foreign countries may not accept it.

 PTo ensure its authenticity and protection against forgery, the document will feature specific security features such as microprinting, intaglio printing, optically variable ink and a security background. Just like the paper identity document, the provisional one also shows the holder’s first name and surname, date and place of birth, nationality and place of residence. It also indicates occupation, marital status and physical characteristics, such as height, eye and hair colour, and distinguishing features. The holder’s photograph is also displayed in the top right-hand corner.

As laid down in Decree-Law 108/2026 (see *Il Sole 24 Ore* of 17 June 2026), in contracts, whether public or private, entered into by 3 August 2026 in which a paper identity card has been used to identify the contracting parties, that card remains valid for contractual purposes until its expiry date. Furthermore, until 31 January 2027, pending the issue of the electronic identity card, the unexpired paper document may be used for the exercise of fundamental rights and for access to healthcare, social security and insurance benefits. Until 31 January 2027, the paper identity card will also be valid for dealings with the public administration and with providers of public services, for the delivery of post and court documents, and for the withdrawal and deposit of money at banks and institutions providing financial or postal services.
