Inclusion allowance to almost 700,000 families, 1.7 million citizens involved
The Inps Statistical Observatory provides data on new aid to families, worth an average of EUR 618, and on job training support, which affected 96,000 individuals

As of 30 June 2024, Inps has accepted almost 700 thousand applications for access to the Assegno di inclusione (Adi). The accepted applications, as the Social Security Institute explained in an official note, correspond to the same number of households involving about 1.7 million citizens. With regard to the other form of income support, introduced by the Meloni government to facilitate access to work, the Support for Work Training (Sfl), it involved 96,000 people who had had their applications accepted and cashed the aid as of 30 June 2024.
Data from the Inps Statistical Observatory
In detail, the Observatory contains a report with a summary of the regulatory framework of the two measures and the main quantitative evidence, accompanied by a series of statistical tables. The reference time span encompasses the period from the first month of operation of the measure (September 2023 for Sfl/January 2024 for Adi) and, for payments, until May 2024 (the last month in which the data can be considered statistically consolidated). In particular, in May 2024, the number of households recipients of Adi was 625,000, while the average amount paid out per month was EUR 618.
The composition of the cores
.The Photograph of the Inps shows the composition of the 625 thousand nuclei taken into consideration in the study: in 260 thousand there are minors; in 239 thousand there are disabled people; in 297 thousand there are people aged 60 and over; in 6 thousand there are people in 'disadvantaged' conditions. As the Observatory recalls the Inclusion Allowance (Adi) is a national measure to fight poverty, fragility and social exclusion of weak groups through social insertion, training, work and active labour policy paths conditioned to the possession of residence, citizenship and residence requirements, to the means test on the basis of the Isee, to the income situation of the beneficiary and of his family nucleus and to the adherence to a customised path of activation and social and labour inclusion.
Job training support is 'pink'
There were 33,000 beneficiaries between September and December 2023, which increased to 93,000 between January and May 2024. Overall, the applications accepted for Sfl up to 30 June 2024 were 96,000, of which 57 per cent were women and 50 per cent people between 50 and 59 years old. the Supporto Formazione Lavoro (Sfl), Inps recalls, is a measure of activation to work through participation in training and accompaniment to work projects, professional qualification and requalification, active labour policies, however denominated, projects useful to the community, and universal civil service. It represents a dynamic and innovative measure aimed at accompanying and preparing participants to enter the labour market, avoiding leaving them alone when their skills are not yet aligned with the demands of the sector. Rather than considering it as a mere subsidy, Sfl should be seen as a structural active policy aimed at facilitating entry into the labour market, reflecting the need for an integrated approach between training and employment in a changing economic context.
