Irpef, incomes above 35,000 euro account for more than two thirds of taxes

Data released by the Finance Department on 2023 declarations (2022 income) show that the average tax is EUR 5,380 and that approximately 9.7 million taxpayers have a net tax of zero

The Irpef declared by Italians in 2023 guaranteed the State EUR 174.2 billion (+1.9% compared to the previous year). According to tax return data, moreover, each Italian citizen paid an average of EUR 5,380 in Irpef, which is declared by almost 32.4 million subjects, or about 77% of the total number of taxpayers. For about 9.7 million subjects the net tax was zero.

It should also be mentioned that according to the distribution of tax by income classes, taxpayers with net tax and income up to 35,000 euro (80 per cent of the total) declare 37 per cent of the total net tax, while the tax burden remains largely on the shoulders of the remaining 63 per cent who declare income above 35,000 euro (20 per cent of the total taxpayers).

Taking a snapshot of the health of Italy's tax queen is the Department of Finance, which has released the data on personal income tax returns filed in 2023 and referring to the 2022 tax year. The total total income declared amounts to more than 970.2 billion euro (58 billion more than the previous year, +6.3%) for an average value of 23,650 euro, up 4.9% compared to the average total income declared the previous year. The trend in total income reflects the increase in income from pensions, employment and self-employment.
