Majority summit with leaders, Chigi: Giorgetti mandated to verify changes to the manoeuvre

The proposed changes to be shared with all the forces of the majority will mainly concern 'law enforcement, social policies and the productive sectors'.

Minister Giorgetti has been given a "mandate to assess, in light of the necessary coverage, the feasibility of some proposals for changes shared by all the political forces of the majority, in particular regarding the police, social policies and the productive sectors". This was stated in a note from Palazzo Chigi at the end of the majority summit. "It is the government's intention," the note goes on to say, "to listen carefully to the improvement proposals that will come from Parliament, always in respect of a serious budget law and with due attention to public accounts.

The aim of the summit was to try to untie a few remaining knots, starting with the budget law. In fact, a summit between the majority leaders is needed to mark the path of the manoeuvre in Parliament. There are many open issues: from the Irpef cut to pensions, from the flat tax for employees to the RAI licence fee. The Prime Minister had the task of trying to draw conclusions with his allies, on the manoeuvre and not only, on his return from his trip to South America. But also on the table was the replacement of Minister Raffaele Fitto who is about to become executive vice-president of the new Commission with responsibility for Cohesion and Reforms.

Vote slipped on tax decree

And an indication that there is more than one knot to untie comes from the postponement of the timing of the tax decree in the Senate. Voting will start on Monday and the goal, explained Minister for Relations with Parliament Luca Ciriani, is still to reach the House on Wednesday. But on the measure, which is linked to the budget law, party demands have already been unleashed and there has been a tug-of-war between the Lega and FI over the cut in the RAI licence fee. Also on Monday, the competition bill, on which a compromise has been found on the issue of meal vouchers, will arrive in the House. From 1 January also in the private sector the cap on the fees that can be charged by meal ticket operators will be 5%, as is already the case in the public sector. However, the change, which has been clamoured for by large retailers, will only apply to newly issued vouchers, while for those in circulation the existing conditions will remain in force until 31 August 2025.

The demands of Forza Italia from Irpef to pensions

Announcing the need for a meeting between the centre-right leaders was Forza Italia leader Antonio Tajani. "We will soon meet with Meloni and Salvini to draw up a general framework," he said, reiterating the points on which the Azzurri are asking for an intervention in the manoeuvre: a 33% cut in the second Irpef tax bracket and enlargement of the audience; raising the minimum pensions; a stop to the measure on the Mef auditors ("an absurd rule") and restoration of the turnover threshold on the web tax. All dishes that will become part of the majority summit menu.

Rai licence fee knot to untie

As well as the Rai issue. In the tax decree there is an amendment by the League calling for the lowering of the fee from 90 to 70 euro. A point on which the Carroccio leader continues to insist. And there are even those who speak of a possible intersection of the matter with FI's request contained in another amendment to the tax decree: a criminal shield for minor offences (the failure to pay VAT and withholding taxes and undue compensation) for those who have regularised their tax situation. But the Rai issue still remains to be resolved. "A political passage is being made not only by the parliamentary groups but also by the leaders, so on that there will be a response from them as well," explained Azzurro group leader in the Senate Budget Committee Dario Damiani.

The League aims at a flat tax for VAT holders

In the meantime, the League's demands are also embodied in the 'super-signalled' amendments to the manoeuvre. Among others, the one on the extension to 50,000 of the employee income below which the flat tax for VAT numbers can be accessed. But also the additional three billion for the bridge. On the other hand, the proposal signed by Lorenzo Cesa for a bonus of 2,000 euro for parish schools, while Noi moderati points out a fund of 7.5 million for oratories, is not included in the manoeuvre's requests.

The demands of the ministries

Among other things, it is not only the majority allies that are making demands, but also the ministries. Thus, Minister Paolo Zangrillo hopes that in Parliament there will be room to review the stretta sul turn over of the P.a. and that of Health Orazio Schillaci advocates the hypothesis of a flat tax on the specificity allowance of doctors and nurses. The replacement of Minister Fitto is also on the table

After weeks of negotiations, the main hurdles have been overcome and now all that is needed for Raffaele Fitto to become one of the three executive vice-presidents of the new European Commission is the green light from the European Parliament, which should arrive on 27 November. Fitto is leaving the post of minister for European Affairs, the South, Cohesion Policies and the National Plan for Recovery and Resilience (Pnrr). A strategic box in the government that will now have to be replaced: Meloni would already have some names in her head to propose to the other leaders such as that of Elisabetta Belloni, the director of the Dis, the Department that oversees the Services. For Fitto's replacement 'she will be the one to indicate who may or may not be the person who will succeed her in the interim or act as surrogate.
