It is an avalanche of amendments to the manoeuvre. From modifying the web tax to stopping the taxation on cryptocurrencies, from the new "rottamazione" to increasing resources for healthcare, the proposals with which the majority and opposition will try to modify the budget law are black on white. And while the games are getting into full swing in the House, in the Senate the political battle is being played out on the Fisco decree-law, which has on the table other party war horses, such as the Rai licence fee or the criminal shield.
More than 4 thousand amendments tabled in the House
There were 4,562 amendments deposited in the Budget Committee in Montecitorio by the deadline of 11 November, many more than the approximately 3,000 of last year, when, however, the majority had been banned from submitting proposed changes. The bulk of the proposals come from the oppositions: the most prolific is the M5s with over 1,200 amendments, followed by the PD (992) and the Avs (352). About 1,200 amendments are from the centre-right, with FI and Lega taking the lion's share (501 from the Azzurri and 428 from the Carriccio ); followed by FdI (190) and Noi Moderati (142).
The League is banking on a new scrapping and a mini-rate increase for cryptocurrencies
.In the Lega's package of amendments, a new 'rottamazione', the quinquies, for tax bills from 1 January 2000 to 31 December 2023, stands out. This proposal is in addition to the similar attempt presented by Forza Italia in the Fisco decree. A double channel that increases the chances that the measure will eventually see the light of day. The party led by Matteo Salvini is also asking to intervene on the ceiling of the furniture bonus (raising the spending limit from 5,000 to 8,000 euro for 2025), to extend the mothers' bonus to domestic workers, without forgetting the issue of pensions and flexible exit. And there is also pressure on the taxation of cryptocurrencies: the main objective would be to cancel the 42% increase in the rate provided for in the manoeuvre. Alternatively, the mediation proposal is for a mini-increase from the current 26% to 28%.
Forza Italia: second Irpef rate from 35 to 33%
Reduction of the second Irpef rate from 35 to 33% and extension of this to incomes up to 60,000 euro, instead of 50,000 as it is now, suppression of the rule requiring a representative of the Mef in the auditing colleges of entities that obtain contributions from the State. These are some of the amendments presented by Forza Italia to the manoeuvre in the Budget Committee at the Chamber of Deputies. The Azzurri have also presented a substantial package of amendments on publishing, which also contains the exemption from the web tax for RAI, Mediaset, Sky and other operators in the sector as well as online newspapers. Perhaps an implicit response to the League's pressing for confirmation of the cutting of the public television licence fee, on which the Azzurri have already put up a wall, even in 2025. A proposal, that of the Lega Nord, which has meanwhile passed the admissibility test. .
FdI: 500 euro to children under 14 for extracurricular courses
Among the amendments tabled by FdI one provides for a contribution of EUR 500 per year for each dependent child up to 14 years of age for the reimbursement of expenses for extracurricular services to support learning or language courses, cultural or tourist educational courses or musical education or sports. No income threshold is applied to those who are included in protection paths for leaving violent situations. For the bonus, the 'Dote Famiglia Fund' is established at the Presidency of the Council of Ministers with 30 million. The resources are drawn from the Fund for non-deferrable expenditure needs.
