Cdm, decree on concordato bis approved: deadline 12 December

Deadline for tabling amendments to the manoeuvre in the House Budget Committee expired today

The Council of Ministers approved the decree-law for the 'reopening of the terms for adhering to the two-year arrangement with creditors'. VAT holders will have until 12 December to join. The two-year Preventive Arrangement should then be included as an amendment in the tax decree, which is being examined by the Senate Budget Committee. The proceeds from the reopening of the terms of the concordat will be used to lower the rate of the second Irpef bracket from 35 to 33 per cent. An objective on which the government is working, as confirmed by Prime Minister Giorgia Meloni at the meeting with trade unions.

The deadline for the arrangement expired on 31 October last year, with approximately 500,000 VAT returns having been accepted for a total revenue of approximately EUR 1.3 billion.

Leo: reopening agreed to 12 December, listen to categories

"Those who were unable to adhere by the previous deadline of 31 October will now be able to do so through this new window. This is an important test of listening on the part of the government, which, after a discussion with the categories and professionals, has decided to further broaden the possibility of adhering to a measure that is appreciated and convenient for everyone: State and citizens," commented Deputy Economy Minister Maurizio Leo, who added: "It was only possible to do so now because by 31 October it was necessary to acquire certain data on the revenue from the arrangement in order to initiate a further reduction in taxes from 2025. The tax we have always professed to want is this: simple and in dialogue with taxpayers'.

Tajani: agreed measure wanted by Fi, now less taxes for families

"As requested by Forza Italia, the government has decided to reopen the terms for the concordato preventivo. We will use the additional resources that will come in to support the middle class, lower the Irpef and make Italian families pay less tax'. This is what Fi's leader and Foreign Minister Antonio Tajani had to say on social X after the decision of the Council of Ministers that set the new deadline at 12 December.

Manoeuvre: some 4500 amendments tabled in the Commission

Meanwhile, the deadline for submitting amendments to the manoeuvre to the Budget Committee in the House of Representatives expired yesterday. The deadline for submissions was set for Monday 18 at 2pm. Around 4,500 amendments were submitted to the Budget Committee in Montecitorio by all political forces. Of these, 1,200 were submitted by the majority. A total of 3,300 were tabled by the opposition. Of the approximately 1,200 from the majority groups, almost 1,000 come from FI and Lega. In detail: 501 come from Forza Italia, 428 from the League, 190 are from Fratelli d'Italia and 142 come from Noi Moderati

FI amendments: Irpef reduction to 33% and away with Mef auditors rule

Reduction of the second Irpef rate from 35 to 33% and extension of this to incomes up to 60,000 euro, instead of 50,000 as it is now, suppression of the rule requiring a representative of the Mef in the auditing colleges of entities that obtain contributions from the State. These are some of the amendments presented by Forza Italia to the manoeuvre in the Budget Committee at the Chamber of Deputies.

No web tax for RAI, radio, TV and online publications

Exempt from the web tax 'the public service concessionaire, audiovisual and radio media service providers and radio concessionaires subject to Italian jurisdiction and publishers of online newspapers registered with the competent court'. This is what another Forza Italia amendment to the manoeuvre calls for. The amendment thus provides for the elimination of the downward extension of the web tax in order to maintain it only for the so-called web giants that invoice at least EUR 750 million per year. The exemption - it is explained - would therefore operate "for RAI, Mediaset, Sky and other operators in the sector as well as online newspapers".

League submits amendment to stop crypto tax increase or mini-increase to 28%

Abolition of the tax rate on crypto-assets at 42%, which would thus revert to 26%, and the establishment of a permanent round table between the most representative associations of crypto-asset service providers, virtual asset service providers and consumer associations. This is provided for in an amendment of the League to the manoeuvre, first signed by Centemero. On cryptocurrencies, the League has tabled two other amendments: one reduces the rate from 42% to 28% and establishes a permanent table; another replaces the increase in the rate to 42% with the removal of the threshold (of 2,000 euro) of tax exemption for capital gains on cryptocurrencies.

Remission quinquies for folders 2000-23

A new 'rottamazione' signed by the League also appears among the amendments to the manoeuvre, after the similar attempt by Forza Italia in the tax decree. It is also in this case a five-year amnesty, but more extensive, i.e. for tax bills from 1 January 2000 to 31 December 2023. The proposal, reportedly signed by Gusmeroli, provides that debts can be discharged without paying the sums entrusted to the collection agent by way of interest and penalties, interest on arrears or additional penalties and sums accrued by way of premium, paying the sums due by way of principal and those accrued by way of reimbursement of the expenses for the enforcement procedures and notification of the tax bill. It will be possible to pay in a maximum of 120 equal instalments, the first on 31 July 2025 and the remainder on the last day of the month until the debt is discharged.

Increase furniture bonus spending limit to 8,000 euro

Raising for 2025 from 5,000 to 8,000 euro the expenditure limit that can benefit from the furniture bonus. This is provided for, according to reports, by another amendment of the League to the manoeuvre, which, as coverage, reduces the resources that the same manoeuvre allocates to the Mef Fund to meet urgent needs.

United Opposition Amendment, more funds for health care

With an amendment to the manoeuvre signed by all the leaders, the oppositions demand more funds for the financing of the National Health System with 6,802 million euro for the year 2025, 10,578 million for 2026, 11,280 million, 12,163, 13,225, 14,398 million for the following years until 2030 with resources taken from environmentally harmful subsidies. This was announced by the Avs group leader at the Chamber of Deputies Luana Zanella. The amendment - she underlines - is signed by: Schlein, Conte, Bonelli, Fratoianni, Bonetti, Magi, Braga, Silvestri, Zanella, Richetti, Della Vedova, Furfaro, Quartini.

From M5S around 1,200 amendments, priority fight against high costs and cuts

More than 1,200 amendments to the manoeuvre have been filed by the 5 Star Movement in the Budget Committee of the House. According to sources within the party, the coverage would be found through extra profits from the banking and arms sectors. Priorities, the Pentastellati indicate, are given to a package of measures against the high cost of living and to countering the government's 'bloody' policies of cuts. In addition, the sources again point out, joint work continues with the other opposition forces on health and social policies.
