Race to renew Isee, in 2025 one in four models will be pre-filled

22.3 per cent of Isee 2025 dossiers were sent via the online pre-filled procedure, mostly in a do-it-yourself mode by citizens, out of a total of 12.47 million models sent to Inps. This is almost one file in four: the balance of the Isee 2025 campaign thus certifies the success of the simplified mode introduced and enhanced by the institute for issuing the certificate that defines access to and the amount of social benefits. The previous year, 19.8 per cent of models were pre-filled, and the year before that, 14.4 per cent. A trend that is destined to continue, especially following the approval of the forthcoming PNR decree and the implementation of the innovations introduced with the last Budget Law.

In fact, the government is preparing a new decree to speed up the implementation of the investment plan: the draft envisages that schools, universities, municipalities and other public administrations will have to acquire the Isee data necessary for the provision of social benefits electronically from Inps, without having to 'ask' families for them.

The simplification comes just as the rush to renew the Isee is starting (65 per cent of the paperwork is concentrated in the first quarter). In addition, as provided for in the manoeuvre, the panorama of databases that the Inps can draw on to automatically fill in the model from 2026 will be enriched with information from the National Register of the Resident Population, which therefore concerns the composition of the household, and information from the ACI motor vehicle register. In practice, the institute will be able to verify the personal information and it will no longer be necessary to manually enter the data on the vehicle owned (if correct, it will be sufficient to confirm it).

The Budget Law also reiterates the invitation to use the pre-filled Isee as a priority and, this time, the recommendation is addressed to the Cafes, which last year sent 77 per cent of the files. For this novelty, however, we are waiting for the implementing decree with the operational and technical modalities to allow Cafes to also obtain the pre-filled Isee.as is the case for the 730 declaration, in fact, intermediaries will have to collect citizens' proxies to process the dossier and it will be necessary to clarify responsibilities for any discrepancies. As of 31 December 2025, there were approximately 640,000 processed Isees that were still in discrepancy.

The cross-referencing of databases enables automated checks and aims to reduce errors or falsification of documents and speed up the time taken to issue them. For the same purpose, again in the manoeuvre, a further requirement has been made explicit: paragraphs 32-34 of the Budget Law clarify that current accounts and bank or financial deposits held abroad; cryptocurrencies and other digital assets owned by the household, regardless of the platform or wallet used; and money remittances abroad, including those made through money transfer systems or by unaccompanied cash shipments, must also be included in the movable assets. It is not that they did not have to be declared before, but the rule makes the obligation explicit in order to intercept liquid or easily transferable forms of wealth, which often escape ordinary detection because they are held abroad or in digital form. And an inter-ministerial decree updating the Isee Regulations will define the technical modalities within 90 days. In this case, however, it will be difficult to automate the process by 'fishing' for this information, which is currently not present in the IRS databases.
