Manoeuvre, from the 50% housing bonus to more funds for the Strait Bridge: the parties' (expensive) demands
The tabling of amendments to the manoeuvre is, as usual, a positioning opportunity for the political forces. Many of the proposals are destined to remain only on paper with the mechanism of flagged and super flagged. There are 4,562 amendments filed with the Budget Committee in Montecitorio by the 11 November deadline.

More funds totalling almost three billion for the Ponte sullo Stretto bridge. The League is returning to the assault on its warhorse with an amendment to the manoeuvre signed by group leader Riccardo Molinari that envisages a total endowment to the infrastructure of around 14.7 billion up to 2032, 7.7 billion of which will be taken from the resources of the Fund for Development and Cohesion. A hypothesis that immediately makes the opposition cry out in scandal. It is not only Salvini's party but the entire majority that is making itself heard with its own load of demands on the budget law. Forza Italia gives battle on pensions and housing. And Fratelli d'Italia relaunches on social security but also on school with a proposal that oppositions and unions (Cisl aside) call 'shock' in favour of parochial schools.
The tabling of amendments to the manoeuvre is, as usual, a positioning opportunity for the political forces. Many of the proposals are destined to remain only on paper with the mechanism of flagged and super flagged. But, until then, the space is for requests (the amendments deposited in the Budget Committee of Montecitorio by the deadline of 11 November are 4,562, many more than the 3,000 or so of last year). Thus, a voucher of a maximum of 1,500 euro for attending parish schools has popped up. And the proposal by FdI deputy Lorenzo Malagola does not seem to displease Education Minister Giuseppe Valditara. "The government is well aware of the importance of guaranteeing the right of children, regardless of their income, to study in parish schools,' says the holder of Viale Trastevere. Therefore, he adds, a reflection is underway and 'we are working on feasible solutions'.
Home Bonus at 50% also in 2026-27
Pensions and housing are the other issues on which the parties, Forza Italia in primis, are demanding changes. The Azzurri are returning to the battle over deductions for building renovation and energy requalification work (ecobonus, renovation bonus and seismbonus) on first homes and are proposing to raise them to 50% for 2026 and 2027, given that, in two years' time, they would fall to 36%. Not only that. With an amendment to the measure concerning the guarantee fund for first home mortgages for young people, the Azzurri propose that aid should no longer go only to 'young couples' but to 'young couples under 36 who have "a life project aimed at marriage". And finally, as promised, FI makes its voice heard on minimum pensions, asking for their increase in 2025 by 2.7% instead of the 2.2% envisaged in the manoeuvre. A measure that, according to a Uilp estimate, would lead to an increase of not 3 but 7 euros per month.
Lega-FdI push pension funds, silent consent triggered
Still on the social security front, the League and FdI are pushing for the strengthening of pension funds. With two amendments to the manoeuvre, the majority parties propose the opening of a new six-month period for the worker's choice to transfer the severance pay from the company to the complementary pension fund with the rule of silent consent. The amendment with Tiziana Nisini's first signature indicates the window between 1 April and 30 September 2025; FdI's amendment with Walter Rizzetto's signature starts on 1 January. In the absence of an indication from the worker, after the 6 months have passed, the employer - according to both proposals - transfers the severance pay to pension funds
There is no shortage of micro-interventions: from the Imu exemption for Fuksas' Nuvola (requested by FdI) to funds for the Pisan town of Ponsacco for the evacuation of some Roma families from a building (proposed by the League). It remains to be seen which and how many proposals will pass the admissibility screening scheduled for the morning.
