The game of the amendments to the 2025 budget law that has begun its process in the Chamber of Deputies (the arrival in the House is currently set for 13 December) has not yet closed. A proposal has resurfaced that did not appear in the first list of the parties' so-called 'super-proposals' (250), namely the voucher for parochial schools for those with an Isee under 40,000 euro. But touch-ups are also arriving on the funding to parties provided for in the tax decree, an issue that has returned to the centre of attention after an attempted blitz blocked by the Quirinale: to increase the 2xmille dowry to parties will increase for 2024 not by 3 million, as provided for in an amendment by Avs and Pd to the tax decree, but by 4.6 million.
Voucher for parochial schools
The proposal on parochial schools is contained in two amendments, one by FdI and one by Lorenzo Cesa, which provide for a bonus of 1,500 and 2,000 euro respectively and which did not appear in the first list of the parties' super-signatories but which return in a list circulating among parliamentarians. Another amendment by Cesa for the Imu exemption for parochial schools is also in the package. A Dem proposal to reserve exclusively (and not only on a priority basis) access to the First Home Guarantee Fund for young couples, single parents with children, tenants of social housing and young people under 36 has also been revived.
The 2xmille dowry to parties increases by 4.6 million
The resources that will reach the political coffers for this year alone are close to 30 million (29.79 million). This is made possible by a mini-redact in extremis to the tax decree (which got the go-ahead with confidence in the Senate and passes to the House for rapid and armoured passage). The dowry for the 2Xmille to the parties for 2024 increases not by 3 million, as envisaged by an Avs and PD amendment to the Fiscal Decree, but by 4.691 million. The adjustment is provided for in the final opinion of the Senate Budget Committee. The increase in resources was provided to implement the choices of taxpayers who, in their tax returns, allocate the 2Xmille of Irpef to the parties, given that the figure of 25.1 million currently envisaged is incapable of being used.
