Milleproroghe, from increases for doctors to extensions for bathers: here are the possible novelties
The majority is counting on amendments to extend benefits to doctors, bathers, young workers and businesses, as the vote on the decree due in March approaches.
A further reopening of the 'rottamazione quater', the extension of the special reprieve, the extension of concessions for bathers and hawkers, and the extension of the possibility for doctors to remain voluntarily until the age of 72. These are some of the extensions on which the majority insists, including them among the 'recommended' amendments (those on which they intend to vote) to the 'milleproroghe' decree. On the other hand, the battle to postpone the entry into force of the tax on small non-EU parcels to July has been put aside. Even if, after the opening of the Ministry of the Economy, it is not excluded that the issue could be brought up again in some way.
The procedure
With the dossier of reported amendments arriving at the Constitutional Affairs and Budget committees of the Chamber of Deputies, the package of 1,133 amendments is thinned out by about a third: fewer than 400 proposed changes are destined to be submitted to the vote (which should begin no earlier than the week of 9 February). Proposals on which an agreement will eventually have to be found within the majority anyway. After the Chamber's OK, the measure will have to pass to the Senate (it is expected here in the Chamber between 24 and 25 February) for a lightning examination, since it must be converted by 1 March.
Health
For healthcare, there is not only the extension of the possibility for doctors to remain voluntarily until the age of 72 thanks to an amendment filed by the government. Among the amendments reported by the majority there are at least two that could have a certain impact, both signed by Annarita Patriarca (Forza Italia). The first one immediately triggers in the doctors' pay envelopes the increases of the specificity allowances provided for by this year's and the previous year's manoeuvres. The other concerns a new postponement of the accreditation reform of private entities to 31 December 2027 (now it was scheduled for the end of the year).
Youth recruitment
From the Ministry of Labour, meanwhile, comes another proposed amendment concerning the extension of the bonuses for hiring young people, in the South Economic Zone and women that expired on 31 December 2025. For female employment, the extension would be for the whole of 2026, while for the under-35s and the Special Economic Zone it would be reduced to five months. The rule, present in the first versions of the measure, had been eliminated in the one approved by the cdm before the end of the year due to the need for coordination with the manoeuvre that had not yet come into force. It may now re-enter as an amendment by the rapporteur.
Tax shield and scrapping
In particular, the League insists - despite the dissatisfaction of the Court of Auditors' magistrates - on the extension to 2026 of the tax shield, but also on the further reopening of the "rottamazione quater" for those who did not comply with the second instalment and on the postponement to 2027 of the taxation increase from 26% to 33% of income from crypto and stablecoin.
