From 3 June

New incentives for low-emission cars kick off

Incentives from 6 thousand to 11 thousand euro with the scrapping of vehicles. Increase for buyers with an Isee under 30 thousand euro

As of 10 a.m. on Monday, 3 June 2024, the car incentives started with the possibility for dealers to make reservations on the platform managed by Invitalia. There are many new features: first of all, the subsidised vehicles also include the company cars of joint-stock companies and, in general, legal entities; moreover, the new values granted are higher than the previous ones: in particular, the contribution for cars can reach up to 6,000 euro, without scrapping, and up to 11,000 with scrapping (or, respectively, 7,500 and 13,750 for individuals with an Isee of less than 30,000 euro; a bonus that is now being proposed to these individuals after a pause period). Thus, in the case of scrapping, the amount of the grant recognised is differentiated according to the class of the vehicle sold (Euro 1, 2, 3, etc.). With the introduction of social leasing for the less affluent classes, long-term leasing is also included among the subsidised modes, pending the implementing decree ratifying it. Finally, subsidies for subsidised vehicles of taxi and NCC licence holders have been doubled.

In its circular of 27 May, Mimit clarifies that for the purposes of implementing the provisions contained in the Prime Ministerial Decree of 20 May 2024 (published in the Official Gazette on 25 May 2024) by which the resources and incentives under consideration were remodelled, from 3 June 2024 it will be possible to make reservations for the contributions (as per articles 2 and 3 of the Prime Ministerial Decree). At a later date, it will also be possible to access the increased contribution envisaged for taxi drivers and persons authorised to hire hire cars, as well as for the installation of LPG and methane systems on cars, provided for in Articles 4 and 5 of the Decree.

At the moment, therefore, bookings of subsidies for the purchase of non-polluting vehicles concern M1 category vehicles (passenger cars), L1e - L7e (motorbikes), as well as N1and N2 (commercial vehicles).

With regard to passenger cars, in respect of natural and legal persons, with the sole exclusion of dealerships (Ateco code 45.11.0), who purchase, also under finance lease, and register in Italy:

- category M1 vehicles brand new (passenger cars)

- homologated in a class not lower than Euro 6

- with emissions in the 0-20 g/km CO2 range

- with a price from the official price list of 35,000 euro, excluding VAT, or less (i.e. 42,700 euro including VAT).

is entitled to a contribution of EUR 6,000, plus an additional EUR 5,000 if a vehicle homologated in a class from Euro 0 to Euro 2 is scrapped at the same time, or EUR 4,000 if the vehicle is Euro 3 or, finally, EUR 3,000 if Euro 4.

In the case of scrapping, a higher contribution is due and the vehicle delivered must have been registered for at least 12 months in the name of the person who owns the new vehicle or one of the family members living with him/her at the date of purchase of the vehicle.

For the grant to be recognised, the vehicle must be registered in the name of the beneficiary. Individuals will have to sign Annex 1 to the Circular of 27 May 2024, in which they declare that they are aware of the requirement to maintain ownership of the subsidised vehicle for a period of at least 12 months (Article 2(2) of the Decree). In the case of firms and companies, the owner of the sole proprietorship or the legal representative of the company must certify that they are aware of the requirement to maintain ownership of the subsidised vehicle for a period of at least 24 months (Article 2(3) of the Decree).

Similar provisions are made for new cars homologated in a class of not less than Euro 6, with emissions in the 21-60 g/km CO2 band or in the 61-135 g/km CO2 band. The size of the subsidy, the requirements on the maximum price of the vehicle vary, and in the case of vehicles incentivised in the 61-135 g/km CO2 band, the bonus is only available to natural persons (see table).

With reference to motorbikes of categories L1e to L7e (including mopeds and motorbikes), electric and brand new, a contribution equal to 30% of the purchase price, up to a maximum of €3,000, or 40%, up to a maximum of €4,000 with the scrapping of a vehicle of category euro 0, 1, 2 or 3 (under the conditions of letter d, para. 1) is recognised. Dealers (ATECO code 45.40.1) are excluded. Alternatively, non-electric motorbikes of the same categories, type-approved in a class not lower than Euro 5, may also benefit from the incentives, albeit less than the previous ones, provided that the seller applies a discount equal to at least 5% of the price of the subsidised vehicle and there is scrapping of a vehicle in the Euro 0, 1, 2 or 3 category or scrapped (lett. h, co. 1).
