Nurses: contract signed, increase of 172 euro per month and back pay in November

During the meeting at the Agency for the Negotiation of Public Administrations (Aran), the 2022-2024 National Collective Bargaining Agreement was signed by Fials, Cisl, Nursind, and Nursing Up, but not by CGIL and UIL, which had already abstained on the June pre-negotiation. The contract covers 581,000 professionals, including nurses, midwives, and administrative personnel, and provides for an average gross monthly increase of EUR 172 for 13 months. Since some increases have already been made as of January 2024 and others are expected in 2025, arrears should arrive in the pay envelope in November.
"I express great satisfaction for the final form of the 2022-2024 health sector contract," stressed Aran president, Antonio Naddeo. It was a difficult and complicated negotiation, but in the end a positive result was achieved. It is a contract in continuity with the previous one and is a good starting point for the next collective bargaining agreement for the 2025-2027 three-year period.
Here are the new features introduced
A broadening of the pool of possible employees who can participate in access to the highly qualified area has been envisaged: in addition to a master's degree accompanied by at least three years' tenure in office, the possibility of access has been introduced for employees with a three-year degree accompanied by at least seven years' tenure in office, or the possession of equivalent qualifications together with at least seven years' tenure in office.
Some aspects of the contractual institutions were also introduced and revised, including: the possibility, on an experimental basis and while guaranteeing the quality and level of services rendered to users, of being able to spread the 36-hour working week over four days, subject to voluntary compliance by workers; recognition of meal vouchers in agile work and priority access to this contractual institution for those with disabilities or for assistance to disabled family members; the possibility of being able to combine overtime in the presence of an assignment up to the value of EUR 5,000.
The new profile of nurse assistant has been introduced, and certain protections relating to leave, absences and leaves of absence have been extended, as well as staff training. 'Particular attention,' Aran further explains, 'has also been paid to the increase in the average age of staff, by providing specific age management policies and tools aimed at fostering and improving the working conditions of public employees, who currently have a high average age; the possibility of taking holidays, also on an hourly basis; possible temporary staff needs that can be addressed through the granting of limited periods of part time, as an exception to the annual ranking list.
