Jobs, open Siisl to apply for company vacancies: here's how to apply

Since 18 December, all citizens can upload their Curriculum Vitae to the site, express their expectations, and consult the most suitable training and job offers, selected through an Artificial Intelligence algorithm. Companies can also upload job ads

Starting on 18 December, from 5 p.m., all citizens can access the Information System for Social and Labour Inclusion (Siisl), the digital platform of the Ministry of Labour, managed by Inps, upload their Curriculum Vitae, express their expectations, and consult the most suitable training and job offers, selected through the Artificial Intelligence algorithm. Companies can also access Siisl at siisl.lavoro.gov. it to upload job advertisements, respond to expressions of interest from potential candidates and interview requests to identify the most suitable person to fill the open position.

This is the final step of a journey that began in September 2023 with the launch of the platform originally dedicated only to Inclusion Allowance and Training Support recipients (the two measures that replaced the Citizenship Income), then from 24 November Siisl was opened to unemployed Naspi and Discoll recipients, registered ex officio.

The operational instructions for the unemployed

To receive unemployment benefits, the beneficiary is required to take steps to re-enter the labour market. Automatic enrolment is foreseen for those who have applied since 24 November, starting from the first payment ordered by Inps. A sms informs the beneficiary of the enrolment.

The beneficiary of the allowance is required, within 15 days, to access Siisl on the Ministry of Labour website at siisl.lavoro.gov. it and sign the Curriculum Vitae (Cv) and the Digital Activation Pact (Pad). The first step is to insert or update one's Curriculum Vitae, highlighting language and computer skills, qualifications and licences, work experience, but also training and education, one's interests or job desires.

Benefits for those who sign up

After publishing the CV on the SIISL platform, it is possible to enter all the other elements needed to sign the Pact: complete the Declaration of Availability for Work (Did) choose whether to make your CV available to Employment Agencies (ApL). The data will be transmitted to the Employment Centre to stipulate the Personalised Service Pact.

The user registered in Siisl can at any time consult the published job offers and express interest in those that are most relevant to his or her expectations, or skills, by accessing the Announcements section and then selecting the Job Offers. By clicking on the individual job advertisement you will be able to view the details of the individual job offer.

Users registered with Siisl can also express their interest in enrolling in one or more training courses available within their local area, and the platform will indicate which sectors are in greatest demand for adequately trained skills. They will be able to view important information, such as the number of people who have completed the specific training course with the award of a final certificate, and how many of them have actually found employment.

The support of Artificial Intelligence: the affinity index

Through an algorithm calculated with Artificial Intelligence tools, Siisl determines a percentage of affinity between the candidate and the individual job offer, in order to facilitate an optimal match between job demand and possible existing offers. The platform extracts the indicated skills from the citizen's Curriculum Vitae, which will then be used by an Artificial Intelligence engine (recommender system) to define the gap and suggest useful training courses to the citizen to improve their skills.

Taking in at the Job Centre

The Job Centre, within 90 days from the submission of the application for Naspi or Discoll, convenes the beneficiary to conclude the Personalised Service Pact and, with the frequency envisaged in the Pact itself, monitors their job-search activity during the period in which the economic benefit is received.

The matching of labour supply and demand is carried out by cross-referencing and comparing the data in the citizen's CV with those in the job offer and assigning a specific weight to them, in order to calculate the best possible match between all the possible pairs compared.

The Job Centre will be able to provide support in defining the fulfilments on the Siisl platform and, from February 2025, authorised operators will be able to assist the user in filling in the Pad and Curriculum Vitae.

Penalties for defaulters

.

In the event of failure to complete the Pad and the Curriculum Vitae on the digital platform, as the 15-day deadline for automatic registration with Siisl approaches, the user will receive a communication summarising the obligations to which he or she is subject. In the event of further non-compliance, the user will receive an invitation to report to the competent Employment Centre.

Failure to comply with the obligations of Naspi and Discoll beneficiaries may result in the application of the sanctions provided for by Legislative Decree 150 of 2015: deduction of a quarter of a monthly salary in the case of the first failure to show up; deduction of a monthly salary in the case of the second absence; forfeiture of the benefit and of the unemployment status in the case of further failure to show up.
