Orsini: 'Immediate 5.0 decrees, confirmation of tax wedge cut, clean nuclear power'

The concluding speech by the president of Confindustria at the last day of the Trento Festival of Economics

Italy's and Europe's competitiveness by focusing on industry. And thus the launch 'tomorrow morning' of the implementation decrees of Industry 5.0 to give a boost to investments; to put energy at the centre of the debate, 'a national security issue', focusing on the latest generation of nuclear power; to confirm in the next budget law the cut in the tax wedge 'also to defend the spending capacity of our workers'; a housing plan to offer workers affordable rental housing. With one underlying condition: 'legal certainty', so as not to undermine that fundamental element of the business-institution relationship that is trust.

The three key words: unity, dialogue and identity

The president of Confindustria, Emanuele Orsini, outlined the guidelines for his action at the top of the industrialists' association, interviewed by the editor-in-chief of Sole 24 Ore, Fabio Tamburini, at the final event of the Trento Festival of Economics organised by the 24 ORE Group and Trentino Marketing on behalf of the Autonomous Province of Trento, with the collaboration of the Municipality and University of Trento. It is the first public interview after the appointment, which took place on Thursday 23 May, at the confederation's private assembly. Unity, dialogue and identity are the three key words that Orsini indicated as the pillars of his four-year term. The 99.5% consensus is proof that unity, as Orsini said, is a goal that has been achieved: 'A united Confindustria means having a strong association, to be able to do good for the country,' he said, thanking Erg and Sole 24 Ore president, Edoardo Garrone, in the room, candidate for the presidency, who decided to step back on the eve of the nomination vote: 'He gave me the chance to compact the system, to unite the great machine of Confindustria.

No to an anti-industrial ideology

Strong, therefore, to dialogue on the issues on the table. What message to government and opposition, was Tamburini's last question, recalling the political leaders, Giorgia Meloni and Elly Schlein, who took the stage at the Festival? 'Ready to collaborate, to dialogue,' replied the president of the industrialists, 'starting with a few central chapters: no to an anti-industrial ideology, nuclear power, legal certainty, confirmation of the cut in the tax wedge'. Unity, dialogue and, moreover, identity: 'That is, making all members, large and small, feel part of a project together. There is a need to listen to all companies, all territories, all categories. This is the only way to synthesise and bring real needs to the government'.

Industry 5.0 implementing decrees now

On Tuesday, Orsini announced, he will see the Minister of Enterprise and Made in Italy, Adolfo Urso. It is necessary to relaunch investments, which, said the new president, are blocked. The implementing decrees for Industria 5.0 must be launched immediately, but not only: since the resources are linked to the NRP, a measure with a longer-term horizon must be identified, in addition to making development contracts even more effective.

The green transition, cars and energy

The geopolitical scenario is complex, as Director Tamburini pointed out in a question. And Orsini highlighted the importance of European action: 'No to an anti-industrial policy in the EU,' he said explicitly, recalling the issue of packaging 'still to be monitored', the end of the endothermic engine at 2035 'cannot exist'. Speaking of cars, the automotive sector is on the government's table: 'I hope that the pact between Stellantis and the country will be kept and a million cars will be produced. I welcome a second operator if it brings technology, not if it only comes to Italy to assemble'. The green transition must be achieved, but for Italy it has a cost of 1,100 billion 'it is an issue of competitiveness', both Italian and European, since the EU emits only 8% of CO2 worldwide.

Energy is among the central topics, in Europe and in Italy: 'Spain pays 14 euros per mwh, Italy 86. We need to think about the latest generation of nuclear power, while maintaining the national electricity grid. And in the meantime take measures such as gas release. We need a single European energy market'.

Superbonus and legal certainty

And also legal certainty, which is so important that Orsini kept the delegation to himself. An example of this is the 110% superbonus: 'I supported it, over time it has had 22 modifications. Retroactive measures not only put businesses in difficulty, but undermine trust, businesses must be able to trust the institutions. There is not only the superbonus: Industry 5.0 will also be based on tax credits, and if trust is lacking that is a problem'.

The home plan for workers

Among the proposals Orsini plans to present to the government is a housing plan to provide low-cost housing for workers. Young, not so young, immigrants. "It serves as an attraction for our companies and also as an element of welfare". The president of Confindustria highlighted the great gap between demand and supply of labour: the gap we have in finding professional figures, i.e. 50% of those that companies are looking for and not finding, is worth, he specified, 38 billion. Skills are important: push on Its, on training that is in line with the needs of the business world 'I don't want to take anyone's dreams away, but we need to be anchored to reality'. And on artificial intelligence, 'it is not just to be seen as a negative, that would relegate Europe to the tail end, leaving the space to the United States'.
