Parliamentary committees, when the majority 'bench' can come into play

Thus the rules of Palazzo Madama allow the majority to resort to reinforcements if there is an imbalance in the parliament as in the case of the Superbonus game

After the multiplication of the loaves and fishes, the multiplication of members in the commissions. The miracle is possible. Even in the Senate, where the post-reform regulation between the folds of Article 21 offers, at least on paper, the possibility for a parliamentary group to increase its presence in a standing committee if it is undersized in another.

A chance, that of the long bench, which Fdi, after having seen its 'space' in the Justice Commission reduced by one seat, has tried to take advantage of in order to increase its members from six to seven in the Finance Commission where the bitter match on the Superbonus is being played out. That with Fi's decision to vote against the 'amendment-Giorgetti' could put the majority in trouble.

When the 'benchwarmer' takes the field

Officially, there are 19 members of the 'Finances': six from Fdi, two from the League, one from Fi, one from the centrists, one from the 'Autonomies', three from the PD, three from the M5S, one from Iv and one from the Mixed Group (Senator for Life Renzo Piano).

And, precisely to further shore up the government, Fratelli d'Italia has sought to exploit the opportunities offered by the rules of Palazzo Madama. Which, for example, paragraph 2 of Article 21 states: 'Groups composed of fewer senators than the number of commissions are authorised to appoint the same senator to three commissions in order to be represented in as many commissions as possible'.

With this in mind, FdI group leader Lucio Malan had communicated in a letter to Senate President Ignazio La Russa the transfer of Senator Salvatore Sallemi of his group from the Justice Committee to the Finance Committee, triggering the ire of the opposition.

A lawful manoeuvre, that of Fdi

The leader of the Pd group in the Senate, Francesco Boccia, himself denouncing, together with the M5S, Fratelli d'Italia's attempt to add a member to its 'team' in the Finance Committee, spoke of a 'legitimate' action, although he pointed out: 'To do so on the eve of an important vote and without first informing the Chamber is an obvious forcing'.

Perhaps this is also why, in the end, Senate President La Russa decided to stop this operation, if only momentarily.

"No commission components will change today," La Russa announced. However, he added: 'It may change, but it does not come into operation in today's vote (Tuesday 14 May, ed.)'. The miracle may yet take place.
