The group of subjects excluded from the application of the adjustment of pension requirements to life expectancy in 2027-28 has been defined, following the changes introduced by the Budget Law 2026. With Circular 28/2026, the Inps provides guidance on the recipients of the gradual application oflife expectancy in the face of the fact that the ministerial decree of 19 December 2025 formalised life expectancy at +3 months, but the Budget Law provided for a gradual application, with one month from 2027 and a further two months from 2028.
As a result of these provisions, for the generality of workers, the requirements for the old age pension, for example, will increase from the current 67 years of age to 67 years and 1 month next year and to 67 years and 3 months in 2028, again with 20 years of contributions. For theordinary early pension, on the other hand, which men now reach after 42 years and 10 months of age, they will need 42 years and 11 months in 2027 and 43 years and 1 month in 2028. For women, one year less is always required. In the circular, Inps does not apply further increases in 2029, pending the relevant inter-ministerial decree that will have to formalise the change in life expectancy. However, according to the most recent projections published by the State General Accounting Office, it is very likely that an increase will be triggered.
Among the workers for whom the increase in requirements does not apply are those engaged in particularly strenuous and heavy (usurious) activities, who will accede to the old age pension with 66 years and 7 months, provided they can claim at least 30 years of contribution years. For workers who perform strenuous activities, the social security institution makes a distinction. In particular, those who have at least seven years in the last ten years of strenuous activity, provided they have at least 30 years of contributions, will be eligible for the old age pension with 66 years and 7 months. On the other hand, those with six years of strenuous activity in the last seven years, subject to the overall contribution requirement of 30 years, will access the old age pension with 67 years of age (because they are excluded from the next increase but not from the one triggered at the beginning of 2019).
They will continue to be eligible for the early retirement pension with 41 years and ten months of contributions, regardless of age, for women engaged in strenuous activities if the job has been performed for seven years in the last ten years or six years in the last seven years. For those employed in strenuous and heavy activities, the duties must be performed for seven years in the last ten or for at least half of the total working life. For men, the contribution requirement is raised to 42 years and ten months of contributions.
For precocious workers, i.e. those who can claim at least one year of contributions before reaching the age of nineteen, there is also a differentiation of requirements. In fact, those who are in a state of unemployment or are the caregiver of a family member with a severely handicapped condition or have a percentage of disability not less than 74%, will have their life expectancy 'staggered' applied, in addition to the ordinary mobile windows. Those who have been doing, at the time of retirement, at least seven years out of the last ten or at least six years out of the last seven, strenuous or usurious work will continue to be eligible for the early retirement with 41 years of contributions. The moving window is equal to three months while it is increased, for pensions paid by the Cpdel, Cps, Cpi and Cpug, to seven months from 2027 and nine months from 2028.
