Photovoltaics, installations drop by 17% in the first nine months 2025
Elaboration by Italia Solare on Terna data: up to September 4,078 MW of capacity. Collapse of the residential sector
In the first nine months of 2025, 161,962 new photovoltaic plants were connected to the grid, for a total power of 4,078 MW, down by 29% and 17% respectively compared to the same period in 2024, when 227,633 plants for 4,862 MW were registered. The slowdown confirms the inversion of the trend in installations already seen in the first half of 2025. According to Italia Solare's processing of Terna data, as of 30 September 2025, a total of 2,040,850 photovoltaic plants were connected in Italy, for a cumulative power of 41,154 MW. Compared to the cumulative data recorded at the end of 2024, growth is equal to +9% in number of plants and +11% in power, values that mark a slowdown compared to the previous two years.
Fer X effect
"The data confirm that photovoltaics is now a structural reality in our country, but also that we are in a phase of slowdown compared to the peak of the previous two years, although we expect a new growth in the coming years thanks to the Fer X for the utility scale sector. We welcome the extension of the 50% deduction for photovoltaics included in the draft of the financial bill for 2026 as well, but it would need to become a structural measure," comments Paolo Rocco Viscontini, president of Italia solare.
Slow down residential
The residential segment (with power under 20 kW) saw 151,483 plants connected in the first nine months of 2025 (-30% compared to the same period in 2024), for a total power of 974 MW (-27%), compared to 1,328 in 2024: this is the segment that recorded the greatest setback. The commercial and industrial segment (with power between 20 kW and 1 MW) and remained fairly stable compared to last year, with 10,002 MW, for a total of 1,228 plants. Finally, the utility scale (plants with power over 1 MW, responsible for 46% of the total national power) saw the connection of 477 plants, for a cumulative power of 1,875 MW, numbers that underline a constant trend compared to the same year.
Lombardy first for new connections
In the period from January to September 2025, the regions with the largest number of new connections in terms of power are Lombardy (532 MW), Lazio (510 MW), Piedmont (365 MW), Veneto (363 MW) and Emilia-Romagna (348 MW). In terms of the number of installations, Lombardy leads with more than 23,000 new connections, followed by Veneto, Emilia-Romagna and Sicily.
