Rai, the hypothesis of the postponement of board appointments gaining ground

The majority summit did not untie the knot on the renewal of the board for Viale Mazzini. The game is still open, but the prospect of the Cda in prorogatio is emerging

The day after the majority summit between Giorgia Meloni and deputy prime ministers Antonio Tajani and Matteo Salvini, the RAI node remains on the table. And although there is no official stance in one direction or the other, on the day after the most credited hypothesis is that of the postponement of appointments to the board of directors, with the current board called to go ahead in prorogatio.

The date set in red on the calendar is 12 September, when Parliament (so far calendared by the Senate) should be called upon to choose the four members of parliamentary appointment. But the conditional is a must, because there is still no square at the end and there is talk of a postponement, even though the game cannot be said to be over at the moment, one way or the other.

The Vigilance Node

There is obviously the problem of the Vigilanza: the president (chosen by the Mef) needs a two-thirds majority of the bicameral commission to be appointed and the centre-right is three votes short, but the scheme that has been leaked so far - with the current dg Giampaolo Rossi (in FdI share) as the new ad, Simona Agnes (in FI share) president, and two councillors of parliamentary appointment to FdI and Lega - according to reconstructions would continue to clash with internal problems within the majority (with the Lega firm in asking for the post of director or directorates of weight such as the Directorate of Deepening or that of Day time and with the stumbling block of the necessary agreement with the opposition to have numbers in the Vigilanza).

Oppositions recomposed on public TV

On this last point, the opposition, united on the RAI issue, is asking - threatening not to participate in the vote either in Parliament or in the Vigilanza - to proceed with the appointments only after a reform of RAI governance in line with the EU Media Freedom Act, considered to be the picklock with which to unhinge the dependence of public TV on politics.

This and other factors - such as the hearing before the Regional Administrative Court on 23 October next on the appeal lodged on the procedures for appointing the RAI Board of Directors - end up weighing more and more, as time goes by, on the renewal of a Board of Directors that has been awaited since May and that has become more complicated over the weeks.

Open files for Rai

Of course, the Rai issue is not trivial in many respects. Beyond all political considerations, it is a reality with 12,605 employees (as of 31 December), which moves on the listed bond market, which has an industrial plan that has just been launched and which needs to be given substance, which is discussing a possible marriage between its (listed) tower subsidiary Rai Way and the EiTowers controlled by F2i (60%) and Mfe-Mediaset (40%). The Rai group ended 2023 with a balanced budget, but the parent company Rai Spa shows a red balance of 39.3 million with a net financial debt excluding liabilities for operating leases of 567.7 million. There is a canon issue, with the need to understand if and how the government will decide to confirm last year's cut from €90 to €70, which was planned for just one year.

The control of politics

The company led by CEO Roberto Sergio, who since 10 August has also acted as chairman after the resignation of Marinella Soldi, has seen improvements in its accounts and ratings, but it certainly cannot benefit from being subjected to a tug-of-war to which it is in fact condemned by the rules governing its governance mechanisms. The Renzi Law, from this point of view, has not improved things at all. Four members are appointed by Parliament (two by the Chamber of Deputies and two by the Senate) following a public notice, with curricula sent in by the candidates, which, however, leave time to be found. The advisor nominated by the employees, the appointment of the CEO by the Mef (Government) and the two-thirds majority placet for the president complete the picture.

Salvini: 'Raise the advertising ceiling'

Extend the current Rai governance by a year? 'No, no we hope not. Today (during the majority summit yesterday 30 August 2024, ed.) we did not talk about it. We would be in favour of increasing the advertising ceiling to boost Rai's strength' but 'we will not argue on the Rai issue,' Salvini assured. Of course, even evoking an increase in the advertising ceiling seen as smoke in the eyes of Mediaset is not a good viaticum. For now, the only way seems to be to move the ball forward.
