Register office, digital voter card and simplified identity card for over 70s coming soon
These are the innovations coming with the NRP decree to ensure the achievement of the targets, by the 2026 deadline, of the Plan as reshaped in the last revision last November

Key points
Two 'simplification measures' are on the way. On the one hand, the new electoral card in digital format; on the other, the simplified identity card for the over-70s: both are included in the draft of the Pnrr decree-law, which will reach the Council of Ministers in the coming weeks.
In particular, they are included in Article 6, i.e. the one on'simplification measures in favour of citizens and consumers', which appears in the second part of the decree, which contains the 'provisions for accelerating investments and streamlining procedures for the achievement of the NRP objectives'.
The digital voter card
The amendment on the polling card adds content to Article 13 of theLaw No. 120, of 30 April 1999, which introduced the legitimisation document for the exercise of the right to vote by Italian citizens.
The decree introduces, through the insertion of the new Article 13-bis, a further method of issuing the personal electoral card, alongside the one traditionally issued by the municipality. In particular, it is provided that the National Register of the Resident Population (ANPR) will make the polling card available to registered citizens, enabling it to be issued in digital format on the basis of the integrated registry data.
The Times
The technical characteristics, the methods of use and the possible merger of the card with the It-Wallet System will be defined by one or more decrees of the Minister of the Interior, to be adopted within twelve months, in agreement with the Department for Digital Transformation, after consulting the Personal Data Protection Authority and the State-Cities and Local Authorities Conference.
