Renewables, from photovoltaics to wind power: boom in expressions of interest for incentives

Nearly 1,500 expressions of interest were received to participate in the first auction of the transitional Fer X, the new incentive mechanism supporting plants powered by mature renewable sources such as onshore wind and photovoltaics.

Photovoltaics was the main focus of attention, with around 1,400 expressions of interest for a total capacity of about 17.6 GW, more than double the maximum quota of 8 GW. As for wind energy, there were about 90 expressions of interest for a total capacity of about 2.9 GW, in line with the quota made available (2.5 GW).

"The data confirm excellent participation for photovoltaics and a trend consistent with expectations for wind power. Fer X confirms itself as a useful and concrete tool not only to support the decarbonisation of the country,' commented the Minister for the Environment and Energy Security, Gilberto Pichetto Fratin. 'The increase in renewable sources goes in the desired direction of a progressive reduction in energy prices. Thanks to targeted measures and incentives for companies, the costs borne by consumers will tend to decrease, generating concrete benefits for families and the production system'.

Applications start on 14 July

Following the publication of the results of the expressions of interest and calls for tenders by the Gse (the Energy Services Manager), from 14 July until 12 September it will be possible to submit applications for the first tenders, which, as per the decree, envisage the allocation of 8 GW of power for photovoltaics and 2.5 GW for wind power. Applications must be submitted exclusively through the Fer X Portal (the site of the Gse contains all indications for accessing the platform)

The quotas provided

 As set out in the 1 April 2025 Directorial Decree, the quotas indicated in the decree will be adopted for photovoltaic and wind power plants as they are less than the sum of the powers of all the expressions of interest minus 10%. On the other hand, no tenders will be opened for hydroelectric plants or plants fuelled by residual gas from purification processes..
