From 100 to 400 euros fine for those who do not comply with two new obligations: number plates and insurance on scooters. This is what the decree that came into force and now gives owners of two-wheelers 60 days to comply with the new provisions, triggering the obligation from 16 May next.
How to apply for insurance
Citizens will be able to access the platform to apply for a number plate, via second-level Spid (username and password plus a temporary Otp code via app or Sms) or electronic identity card, through the Driver Portal. On the platform it will be possible to submit an application for the issue of the number plate, book the collection of the sticker at the offices of the Motor Vehicle Registration Authority or motoring consultancy firms, report the theft or loss of the number plate or request its cancellation.
The identification mark for scooters will not be linked to the vehicle, but to the owner, through the association between the number plate codes and the applicant's tax code, and will have to be installed on the rear mudguard of the vehicle or on the front of the steering column, recalls Assoutenti.
Costs
The cost of the cover concerns damage to third parties caused while riding the scooter, such as injury to pedestrians or cyclists or damage to other vehicles, and varies from 25 to 150 euros per year, depending on the type of policy and the additional guarantees chosen. The cost of the licence plate (to be paid through the PagoPa system) is set at EUR 8.66, of which EUR 5.03 for the cost of production, EUR 1.11 for VAT, and EUR 2.52 as a surcharge for training, signage, and road safety activities.
Assosharing protest
Assosharing is protesting and calling for an urgent meeting with the government: "We are astonished," says president Luigi Licchelli, "A cash-on-delivery sticker worth 8.66 euro comes to cost the end user 33 euro, because the ancillary taxes exceed the value of the good by 300%. There is no similar precedent in Europe. To call it a security measure is an understatement: it is a tax in disguise, and citizens understand that very well".
