Scooters, compulsory insurance postponed to 16 July
Mimit and MIT: postponement in light of technical criticalities raised by Ania. The 'plate' obligation remains on 16 May

The insurance requirement for electric scooters has been postponed to 16 July. This was announced by the Ministry of Enterprise and Industry (Mimit) and the Ministry of Infrastructure and Transport (MIT). In view of the technical and organisational difficulties raised by the National Association of Insurance Companies (Ania), the competent directorates-general of Mimit and MIT have issued a circular postponing to 16 July the obligation for electric scooters circulating in Italy to carry third-party liability insurance. On the other hand, the deadline for the obligation for owners to equip their scooters with a special sticker, in practice a small number plate, remains confirmed as 16 May.
Requirements
The circular recalls that Law 160 of 27 December 2019 established the requirements for scooters with predominantly electric propulsion, and the rules for their circulation. In particular, the following was established: the obligation for drivers to wear a helmet; the obligation for owners to equip the scooters with a registration plate; and the obligation for third-party liability insurance. The obligation to wear a helmet is in force from 14 December 2024.
The effectiveness of the insurance obligation is closely linked to the full operation of the regulation on number plates, because it is necessary for scooters to be able to be uniquely identified.
Technical problems
However, as part of the work for the technical preparation of the IT platforms, Ania has highlighted some technical criticalities, which do not allow the IT systems to be fully operational for the issue of policies by 17 May. Critical issues related to the time required to guarantee the flow of data between the Motor Vehicle Authority's 'single platform', Ania's Sita database of insurance covers and the insurance companies.
