The rush to apply for the CIN (the national identification code) needed for short-term rental advertisements has started. In the first week of full operation of the national accommodation database (Bdsr), 104,000 identifiers were issued. However, difficulties remain for owners and the professionals who assist them, starting with the relationship between the national codes (Cin) and the regional ones. With the bogeyman of the application of sanctions. This is why the Faqs published so far by the Ministry of Tourism may be useful.

How to apply for Cin

.

It is possible to apply for the Cin through the National Database of Accommodation Facilities (Bdsr), by accessing the bdsr.ministeroturismo.gov.it platform with Spid or Cie. Once you have checked the data relating to your accommodation facility or rental, you can proceed with the application. In order to apply for the Cin, it is first necessary to have the regional code. The experimental phase of the database was opened in June 2024. The full entry into force of the system will take place 60 days after the publication of the platform activation notice on 3 September. It will start on 2 November.

Who has the regional code must apply for Cin?

.

The obligation to possess and display Cin is generalised and has no exceptions. Therefore, those who are subject to the obligation to possess and display the regional/provincial code will also have to apply for Cin and will be required to display both codes. In fact, the provisions concerning the identification codes provided for by the regulations of the Regions, Autonomous Provinces and Municipalities remain, in any case, valid also with the new regulations. Alongside these are the provisions on Cin, which have a control and anti-fraud function, also from a fiscal point of view.

Longer time

.

Those who have already obtained the regional or provincial identification code before the implementation of the Cin provisions have a further 60 days to obtain the Cin. Thus, he has a total of 120 days from the publication of the notice. Once these time limits have elapsed, he will be liable to sanctions. In essence, since the notice was published on 3 September, the full activation of sanctions will take place on 1 January 2025. With this extensive interpretation, there will be more time for owners.

Security

.

Portable fire extinguishers to be installed in dwellings should be located in accessible and visible positions, especially near entrances and near the areas of greatest danger. One extinguisher shall be installed for every 200 square metres of floor space or fraction thereof, and at least one extinguisher per floor. Fire extinguishers must have a minimum extinguishing capacity of not less than 13A and a minimum charge of not less than 6 kg or 6 litres. The fire extinguishers must be checked periodically in accordance with the instructions in the technical standard UNI 9994-1.
