500 euro social card: requirements, how to use it and beneficiaries

The EUR 500 social card is intended for families with an Isee not exceeding EUR 15,000 and can be used for basic foodstuffs and local public transport

The anti-poverty social card is back, and the amount is increased to EUR 500. The sum is granted to families resident in Italy, registered at the municipal registry office, with an Isee not exceeding 15,000 euro, and not in receipt of other income support measures, and can be spent on the purchase of basic foodstuffs (excluding alcoholic beverages) and fuel; or, as an alternative to the latter, subscriptions to local public transport services. The inter-ministerial decree (Agriculture, Enterprise, Labour and the MEF) is ready, which, in 12 articles, details the bis intervention, which affects, according to initial estimates, 1.3 million families (with the last budget law, 600 million were allocated for this year).

The support is not granted to households that include recipients of the inclusion allowance, citizenship income, shopping card, and any other social inclusion or poverty support measure that provides for the disbursement of an economic subsidy (at national, regional or municipal level). The support is also not available to households in which at least one member receives unemployment, mobility or redundancy benefits.

The dispensing procedure

As in the past edition, the 'Dedicata a te' card contribution (only one contribution is granted per household) is disbursed through electronic payment cards, prepaid and rechargeable, made available by Poste Italiane through its subsidiary Postepay. The cards, nominative and made operational with the crediting of the contribution disbursed from September 2024, are delivered to those entitled, after booking the withdrawal through the channels offered by Poste Italiane, at the post offices enabled to the service (the decree specifies that the total number of cards assignable is 1,330,000).

The municipalities receive the list of grant recipients from Inps. The benefit is forfeited if the first payment is not made by 16 December 2024.

It will always be the municipalities that will notify those concerned of the allocation of the amount, the procedures for collecting the cards at post offices enabled to provide the service, and the procedures for booking for collection. The sums credited to the beneficiaries must be used in full by 28 February 2025 at the latest.

By means of a special agreement, individual shops and trade associations will be identified that will offer discounts on the cost of foodstuffs for Card holders. Discounts may also be offered on prices at the pump.

It will be the task of the Ministry of Agriculture, Food Sovereignty and Forestry to immediately promote a broad communication campaign to spread awareness of the contribution in order to reach as many beneficiaries as possible.
