Specialist care, Sardinia expands the ceiling also with private accredited providers

Broader expenditure ceilings of 7.5 million until 2026 for the purchase of outpatient and hospital services by the Regional Health Agency

In Sardinia, in the two-year period 2025-2026, the expenditure ceilings will rise (by the Ares, the regional health authority) for the purchase of outpatient and hospital specialist services, 'also through integration with accredited private facilities'. The go-ahead came at the last meeting of the regional executive, which, with a dedicated resolution, took note of the expenditure authorised in the last regional Stability Law (Law 12 of 8 May).

'Law 12,' says Regional Health Councillor Armando Bartolazzi, 'authorised an increase of EUR 7,500,000 in the Regional Health Fund as of 2025. I have proposed to the Council that this increase be divided equally between hospital and specialist outpatient care. The executive gave the go-ahead for the increase 'to the extent of EUR 3,750,000 for each of the two macro-areas for the years 2025 and 2026'.

Hyperbaric medicine

In addition, the Stability Law establishes an appropriation of 300,000 euro for 2025, destined for the purchase of Hyperbaric Medicine and Hyperbaric Oxygenation services from accredited private entities, with the aim of guaranteeing the availability of these specialist services. "The sums for hyperbaric medicine," Bartolazzi argues, "will be assigned to Ares for distribution based on actual needs."
Not only that, the stability law also authorises the spending of half a million euros for 2025 and 2026 "for the purchase of surgical oncological, senological and thoracic services from accredited private entities." Also authorised is the expenditure of €1.6 million from 2025 for the purchase of chemotherapy services. "In this case too, the aim," Bartolazzi adds, "is to ensure access to vital surgical and oncological treatments, also through greater integration with outpatient specialisation. In this case, the allocation envisages EUR 1,400,000 for hospital care and EUR 200,000 for outpatient specialisation in 2025, and EUR 1,100,000 for hospital care and EUR 500,000 for outpatient specialisation in 2026. In addition, EUR 10 million is allocated for haemodialysis services for each of the years 2025 and 2026. Finally, funding for contractual increases of non-medical personnel is reallocated. The final share for this funding in 2025 and 2026 is EUR 1,009,000.

The new expenditure ceilings, after the amendment, provide for hospital care, a total for 2025 of 111,169,880.30 euro and for 2026 a total of 111,894,345.15. The resources thus provide for chemotherapy € 1,400,000 in 2025, € 1,100,000 in 2026; oncological, breast and thoracic surgery services (€ 500,000 for both years), contractual increase funding for non-medical personnel (€ 1,009,000 for both years).

Outpatient specialist care provides for a total of €69,960,409.70 in 2025 and a total of €70,598,374.84 in 2025. The breakdown of these resources includes: haemodialysis (€10,000,000 for both years), hyperbarics (€300,000 in 2025), chemotherapy (€200,000 in 2025, €500,000 in 2026).

"The remaining quota, distributed among the ASLs, is EUR 59,660,409.70 in 2025 and EUR 60,598,374.84 in 2026," they emphasise at the Health Department. The quotas for outpatient specialist care will be divided among the eight health authorities on the basis of need, while for hospital care the distribution will be according to weighted population".
