Three hundred buildings in Sicily and 150 in Calabria, including entire apartment blocks, for a total of about 4 thousand people affected. Over 3.7 million square metres of land, with various destinations, wiped out on both sides. In between there is the sea.

Territories between expropriations and building sites

The expropriations for the construction of the Strait Bridge are tormenting the communities of Villa San Giovanni and Messina. In the two cities affected by the work, entire neighbourhoods, high-density residential, commercial and tourist areas are being blown up: many citizens speak of it as an urban planning disaster. And the mayors - Giusy Caminiti in Villa San Giovanni and Federico Basile in Messina - are also living on their toes, waiting for their cities to change shape.

Villa San Giovanni cut in half

Villa San Giovanni will be cut in two, from the sea to the mountain, between Cannitello and Piale: four tunnels will be dug at the height of the motorway. A stretch of seafront, 400 metres from the small church of Santa Maria del Cannitello to the Sanctuary of Maria Santissima delle Grazie di Pezzo, will be sucked up by the bridge abutment. The mayor of the Calabrian municipality, in order to protect the residents affected by the expropriation, makes a clear request to the Stretto di Messina company: 'Provide for the construction of semi-detached houses in a suitable area. Since the bridge inhibits some building zones,' says Caminiti, 'the building could be shifted to other land, keeping our municipality's land consumption at zero'.

Messina, construction sites in leopard spots

Messina will be dismembered from north to south, from Torre Faro to Contesse. The Annunziata area, which starts from the sea and arrives at the Giostra motorway junction, will be plundered by expropriations and subdivisions. "We will have patchy construction areas," Basile announces, with some concern, "and in many cases work on the bridge will be added to others already underway. This means that the Strait Bridge will conform the entire city. And it also means that I must first and foremost protect the territory and in particular the areas at hydrogeological risk. And take care of those who will be expropriated. The problem is social. We have a great building heritage, we will ask for expropriations in zones'.

Compensation is not enough

Thus, tension grows on the fragile territories of the Ponte sullo Stretto. The provision of compensation does not placate the expropriated people, who are actually organising themselves, protesting and joining the nopontists. Those who find themselves on the list of property affected by subjugation' for public services are also joining in: a sort of limbo for properties that stand close to the construction sites. In many cases, owners will still have to leave their homes for safety reasons, planning to return once the work is finished.

Between Villa San Giovanni and Messina, in short, there is an army of 'displaced persons' looking for a home. But in which areas? The most exclusive ones (Cannitello and surroundings in Villa San Giovanni and Torre Faro and Ganzirri in Messina, for example) will be sucked into the work. "Those who used to live in Torre Faro, where real estate prices are, or rather, we should say were, rather high, up to 2,500 euro per square metre, will try to find an alternative on the Consolare Pompea," explains Francesco Mancuso, head of the Grimaldi real estate agency, a well-established reality in Messina for over 40 years, "or in the direction of Mortelle, where prices are slightly lower, around 1,500 euro per square metre. It is easy to assume that the expropriated people of Annunziata, a vast area that is more popular but very well served, where property values are around 1,000 euro, but there are also more refined types, will flock to Viale Regina Elena. To the south, in Contesse, you will have to go as far as Pistunina or Tremestieri to find a new home'.

For the inhabitants of Villa San Giovanni, expropriation is a greater unknown quantity: 'In Cannitello, a civil dwelling was worth between 800 and 1100 euro per square metre, a villa about 200 euro more,' explains Albino Rizzuto, town planning councillor for the Calabrian municipality. 'In Piale and Pezzo, the value is halved. We have no new residential areas. Where will our expropriated citizens go once the compensation is collected? ".

Rise in the real estate market and new business

A strong price surge is expected in the areas. The new urban dimension will transform the real estate sector: 'The market will skyrocket, we will register increases of at least 25%, especially in the areas south of the city,' predicts Messina Mancuso. And this, for many families, could represent a big problem since for the expropriated properties an indemnity will be paid calculated according to the Omi index, the real estate market observatory of the Agenzia delle Entrate: "A value that many times does not take into account the specific characteristics of the property," says Catanese lawyer Livia Lucia Gugliotta, legal manager of Anptes, the national association for the protection of expropriated people, "so it will be frequent that families will not be able to buy properties of the same type in which they lived before.

Yet, there are also those who sniff out the bargain: 'Like those, for example,' Mancuso concludes, 'who are looking for buildings to build residences to be used as offices or flats for bridge workers. For those who can, it will be good business'.
