In ten years one third of civil servants will retire. The average age is 55-59
The Inps observatory shows that the average annual salary in 2024 is EUR 35,350, teachers are the category with the lowest salaries, both for permanent and fixed-term contracts

The Inps observatory recorded a 1.5% increase in the number of public workers between 2023 and 2024: those with at least one paid day in the year numbered 3,738,171, with an average salary of €35,350 and an average of 283 paid days. The percentage change in average earnings rose by 0.6 %, while the average number of paid days fell by 0.3 %. In 2024, the average monthly number of public workers was 3,419,155; the peak was reached in December (3,511,522 workers).
The sector with the largest number of workers is Education with 39.6 per cent of civil servants, followed by the Health Service with 20 per cent, Local Administrations (Regions, Provinces, Municipalities) with 14.9 per cent and the Armed Forces, Police Corps and Fire Brigade with 13.9 per cent.
Gender pay gap: women earn almost 10 thousand euro less than men
The average annual salary in 2024 of EUR 35,350 is highly differentiated by age and gender. The salary increases as age increases until it stabilises from the age of 50 onwards and is consistently higher for men (41,117 euro versus 31,679 euro for women in total). The 25,000 - 29,999 euro class is where the largest number of workers is concentrated (652,914 or 17.5%).
Overall, female workers outnumber males with an incidence of 61% in most age groups, with the exception of those up to 19 years and 20-24 years, where the incidence is 67% and 58% males, 33% and 42% females, respectively.
