Foreign nationals trained abroad are also included in the SIISL

To help them enter the labour market even before they arrive in Italia, the Information System for Social and Labour Market Inclusion (Siisl) is also being opened up to foreign nationals who have been educated abroad, making visible the skills they have acquired through education, vocational training and civic-linguistic programmes in their countries of origin. The procedures for registering these individuals were set out in the interministerial decree (Labour, Economy, Foreign Affairs) of 22 June 2026 implementing Article 14, paragraph 6, of Decree-Law 159/2025.

The programmes referred to in the decree are those provided for in the Consolidated Law on Immigration (Article 23 of Legislative Decree 286/1998), which allows them to be organised abroad to train third-country nationals with a view to their legal entry into Italia for work. Specifically, these are training programmes approved by the Ministries of Labour, Education, Universities and Research, including in collaboration with the Regions, autonomous provinces, other local authorities, national organisations representing employers and workers, international bodies aimed at facilitating the transfer of foreign workers to Italy and their integration into the country’s productive sectors, and organisations and associations that have been active in the field of immigration for at least three years.

The registration process for the Siisl revolves around ‘proposing entities’, namely public and private bodies that have organised and secured approval for training programmes, either individually or in partnership. In summary, once the list of those trained abroad via the application integration with the Platform for Entries of Those Trained Abroad (PIF); using SPID or CIE, the proposing organisations access the Siisl system, view their course participants and complete their profiles with the required data. Once this stage is complete, the Siisl automatically sends a notification to the foreign national, inviting them to finalise their registration. If the profile remains inactive, the sponsoring organisation checks and updates the contact details. If 15 days pass without a response, it reminds the foreign national to complete the procedure. Once activated, the profile automatically generates a pre-filled CV based on the training programme followed, which is visible to Italian companies operating in sectors consistent with the course content.

Once they have completed their training and obtained their tax code, foreign nationals can access the Siisl via Spie/Cie and use the same features as all other citizens who have voluntarily registered on the platform to express an interest in work or training opportunities. Specifically, users can choose the categories of companies to which they wish to make their CV visible and can restrict its visibility to others. Furthermore, they can authorise the promotion of their profile via private recruitment portals.

The decree also requires the applicant to inform the foreign national that their profile has been registered on the Siisl and of the associated processing of their personal data.
