This was stated by British Foreign Minister Yvette Cooper, explaining on 'X' that she co-chaired, along with German diplomatic chief Johann Wadephul, a meeting of European foreign ministers with Ukrainian Foreign Minister Andrij Sybiha. Wp: EU not involved in US-Kiev negotiations
The European side is not involved in the negotiations between the US and Ukraine on the resolution of the conflict. This was reported by the Washington Post, which cited an EU diplomat with knowledge of the dossier. Earlier, Bloomberg had reported, citing sources with knowledge of the facts, that the US opposes holding a trilateral meeting with the EU and Ukraine as part of the conflict resolution talks. "The problem right now is that we don't have a clear view of what is being negotiated between the US and Ukraine.... We are not involved. We are trying to be, but for the moment we are meeting some refusals from the Americans," the diplomat was quoted by the Washington Post as saying. According to the diplomat, EU politicians would like 'a structured approach' within which diplomats can meet and work together, the newspaper reported. A US delegation met yesterday with Ukrainian colleagues in Geneva to discuss the plan to resolve the conflict in Ukraine. On Friday, US President Donald Trump had stated that 27 November would be an appropriate deadline for Ukraine to accept the plan. On 19 November, US media had reported, citing US administration officials, that Trump had approved a 28-point plan to resolve the Ukrainian conflict. It is reportedly a plan that includes a reduction in US military assistance, official recognition of the Ukrainian Orthodox Church recognised as canonical by the Russian Orthodox Church, granting the Russian language official status in Ukraine, reducing the Ukrainian armed forces, and banning foreign troops and long-range weapons on Ukrainian territory. The plan calls for the US and other countries to recognise Crimea and the Donbass as legitimately Russian territories. On 21 November, Russian President Vladimir Putin stated that Trump's new peace plan could be the basis for a final resolution of the conflict in Ukraine.

Zelensky: Moscow will not reduce pressure even these days
Ukrainian President Volodymyr Zelensky has warned that these days, while discussions on a 'peace plan' are ongoing, we have to be very careful about threats of attacks from the Russian Federation. "We have to be aware that Russia will not reduce the pressure on Ukraine, and in these days and weeks we should be very careful about air warnings and all threats of attacks," he said in his usual evening speech taken up by Ukrainska Pravda. "We know exactly who we are dealing with, and the Air Force and all other components of our defence and security forces have received all the orders about it. We will react'. The Ukrainian leader then pressed his allies and partners: 'It would be fair for all our partners, and especially the American side, to take into consideration the threat that even their intelligence sees, and if there are negotiations, if there is a constructive approach, if we really end the war, then there will be no missiles, no massive attacks against Ukraine and against our people.

Tusk, EU opposed to weakening Kiev military force
"No agreement, regardless of who signs it and with whom, can weaken or compromise the security of Poland or of the whole of Europe. All 27 agree on this as well. I have informed everyone, of course, that no decision affecting Poland in any way can be taken without Poland's participation'. This was indicated to the press by Polish Prime Minister Donald Tusk after the informal summit of top EU leaders. Tusk confirmed that among the Twenty-Seven "there is no consensus - and Poland is no exception - to make military weakening a condition for peace, which means limiting the number of Ukrainian soldiers. On this, too, everyone is basically in agreement'. Furthermore, 'we are all determined to resolve the issue of frozen Russian assets by the end of the year, or rather by the European Council in December. It cannot be that Europe pays for what Russia has done, let alone that Ukraine should not suffer the consequences of the destruction inflicted by Russia during this war. There are still some concerns in some European countries (first of all Belgium - ed.), but we are much closer to deciding that Russian funds, held under European control, should support Ukraine, both now and during reconstruction'.
Tusk acknowledged that the ongoing discussions are very sensitive 'because nobody wants to discourage the Americans and President Trump from ensuring that the United States remains on our side in this process. As you can see, it is not that simple or straightforward. Everyone chooses words very carefully'. Poland believes that we "cannot give up the pressure on Russia - a joint pressure - at a time when Russia is facing very serious economic and financial problems. Sanctions must be maintained, because they really work'.

Von der Leyen: 'EU commitment and presence led to progress Geneva'
"Efficient and coordinated European efforts, as well as a strong European presence in Geneva, have enabled us to make good progress in the negotiations for a just and lasting peace in Ukraine. Although there is still work to be done, there is now a solid basis for moving forward". This was stated by European Commission President Ursula von der Leyen during a press point at the end of the extraordinary meeting between EU leaders in a hotel in Luanda, referring to yesterday's talks between European, Ukrainian and US officials on the peace plan for Ukraine. It is now necessary "to remain united and continue to put the best interests of Ukraine at the centre of our efforts. This is about the security of our whole continent, now and in the future,' and today's meeting 'reaffirmed that we are united in our support for Ukraine,' the EU executive leader continued. "These are fundamental European principles to move forward: the territory and sovereignty of Ukraine must be respected. Only Ukraine, as a sovereign country, can make decisions about its armed forces. The choice of their fate is in their hands'. "I also want to emphasise the centrality of Europe in the country's future," von der Leyen continued, recalling that tomorrow the EU will "deepen its engagement" in a video call with partners of the Coalition of the Willing. "Finally, today I again raised the plight of the abducted and missing Ukrainian children. Every one of them must return home. Russia keeps killing people,' he concludes.

Kiev: investigation of 178,391 war crimes committed by Russians
Earlier this autumn, Ukraine was investigating 178,391 war crimes committed by Russians. This was reported by Ukrainian prosecutor Vitalii Dovhal on CBS's 60 Minutes programme, Ukrinform reports, while negotiations on US President Donald Trump's peace plan that would include an amnesty proposal for Russians accused of war crimes are ongoing. Although trials are underway in Ukraine and 211 guilty verdicts have been delivered so far, almost all of the defendants are still at large. Attorney Beth Van Schaack, who oversaw US support for investigations in Ukraine when she was US Ambassador for Global Criminal Justice, described Russia's attacks as 'systematic'. She recalled that in 2023 the International Criminal Court issued an arrest warrant for Vladimir Putin, accusing him of abducting Ukrainian children, then subjecting them to "Russification, military training" and "forcing them to disown their Ukrainian roots," Van Schaack added.

Ukraine, EU plan to cap 800,000 troops in Kiev army
The 'European counterproposal' for Ukraine was sent to US and Kiev officials. The plan calls for stricter security guarantees for Ukraine in the event of a ceasefire with Russia and also differs from Trump's plan in that it envisages no restrictions on the presence of foreign troops on Ukrainian soil. Furthermore, unlike the US plan, which envisages a ceiling of 600,000 soldiers for the Ukrainian army, which currently consists of around 850,000 members, the European plan envisages a ceiling of 800,000. The 28-point European plan was made before Trump's plan filtered out last week. According to the European proposal, it is the NATO members who must decide who can join the Alliance, which is in contrast to the total ban on Ukraine's membership proposed by the US. Moreover, the counter-proposal also calls for a ceasefire along the current front line before any negotiations on the exchange of territory can begin.
