Urticians and peromancers, the Council of State grants a permanent seat to sellers of sacred objects

The Capital will take the brunt of the faithful by adapting not only in the aspects of traffic and civil protection, but also in the various product sectors that are connected to the Vatican events. An example of this comes from the category of 'urtisti', transporters of devotional materials and sacred mementos, whose right to obtain certain answers regarding their right to stable locations was recognised on 23 April (Council of State, ruling no. 3488).

The 'urtisti', so called because of their habit of bumping off potential patrons with their boxes of devotional merchandise (rosaries, effigies, statuettes) and the 'peromanti' (who were exceptionally allowed to 'anna' pe' Roma' instead of limiting themselves to the local ghetto) are street vendors protected for the historical and social origin of their activities (regional law 1/2022), but they had to turn to the administrative courts to properly govern the numerical and planning limits of 63 authorised venues. In particular, they discussed the restrictions and rotation on venues, as is frequently the case for stalls in public markets. For the Municipality of Rome, which plans these activities, avoiding concentrations and maintaining decorum, there are already difficulties as a consequence of the Jubilee: even hawkers of devotional objects have their own trends, because, for example, the economic prospects were good until Karol Wojtyla, becoming poor under the papacy of Joseph Ratzinger (considered unattractive to crowds of pilgrims), but recovering under Pope Francis. 

Now even the administrative judges recognise the rights of the category, limiting temporary movements (public works, events) and rotations: the hawkers, the Council of State emphasises, have a right to stability, helping to drain the flow of pilgrims and meet their needs.
