VAT-registered individuals: to claim the Iscro allowance, training is now compulsory under stricter criteria – here are the latest updates

The Information System for Social and Labour Inclusion automatically pre-fills the CV and the Activation Agreement. If a certified refresher course is not commenced within three months, the system flags the beneficiary to the Jobcentres for them to be summoned

In order to receive the extraordinary income and operational continuity allowance (Iscro), self-employed professionals must take part in professional development courses. The new procedure set out in the decree signed by the Ministers for Labour and the Economy, Marina Calderone and Giancarlo Giorgetti respectively, automates the administration of the allowance for VAT-registered individuals under the INPS Separate Scheme who are registered on the Siisl digital platform. The Information System for Social and Labour Inclusion automatically pre-fills the CV and the Activation Agreement by cross-referencing data from INPS, the Registry Office and the Chambers of Commerce. If a certified refresher course is not commenced within three months of signing the Pact, the system flags the beneficiary to the Job Centres for a summons, whilst the Ministry monitors participation via an annual report.
The new eligibility criteria for the allowance
These are the new provisions of the Labour-MEF decree, which makes the payment of the allowance conditional upon attendance at training courses that meet criteria such as the maintenance and updating of the knowledge, skills and competences possessed by the beneficiary, with a view to adapting to changes in demand within the relevant market sector, as well as the acquisition of a higher level of knowledge, skills and competences than those initially possessed.
Professional development courses must be delivered by bodies authorised or accredited by the regions and the autonomous provinces of Trento and Bolzano to carry out vocational training activities, and must be aimed at acquiring skills in line with professional standards defined and updated annually within the National Register. Upon completion of the courses, at least one transparency document must be issued, in line with the National Skills Certification System. In anticipation of the launch of the electronic worker’s file, certificates are issued in an open digital format, signed with a digital signature and stored on the Siisl platform.
From a procedural point of view, when submitting an application for the Iscro allowance, the applicant authorises INPS to pass on their contact details to the regions and the autonomous provinces of Trento and Bolzano via the SIISL, as well as via the unified information system for labour policies.
Through Siisl, beneficiaries can receive or find job vacancies and refresher courses
As is well known, for applications submitted from 2025 onwards, the Iscro beneficiary is automatically registered on the Sissl system via the INPS as soon as the application is approved. Even if the Iscro allowance ceases due to the maximum duration of entitlement being reached, the registration on the Sissl platform is retained for five years. Using the available information, Sissl pre-fills the CV and the digital activation agreement with data from public databases, in particular with information on personal details, current and previous employment status, educational and training history, qualifications, professional qualifications, certificates and certifications of skills, and the personal circumstances entitling the individual to access the system for the employment of people with disabilities or to employment support measures.
